Job Descriptions:

Main Duties & Responsibilities:

Below is a rephrased version of the responsibilities for the Environment, Social, Health and Safety Officer:

  • Implement, Monitor, and Report on ESHS Measures: Execute the rollout of Environmental, Social, Health, and Safety measures; continuously monitor progress and prepare detailed reports to ensure adherence to established ESHS standards.
  • Administer ESCP and Associated Instruments: Ensure that the Environmental and Social Commitment Plan (ESCP) and related tools—including the Grievance Redress Mechanism (GRM) and Rapid ESHS Assessment—are effectively implemented to uphold compliance.
  • Integrate ESCP and ESHS Risk Management in Procurement: Regularly review procurement documents to ensure that applicable elements of the ESCP and ESHS risk management frameworks are incorporated. Work with procurement teams to embed environmental and social requirements in contracts, making sure suppliers and contractors are fully informed of their responsibilities.
  • Obtain Required Environmental Permits: Verify that all necessary environmental authorizations and permits are secured where applicable.
  • Monitor Consultant and Contractor Compliance: Assist in overseeing that both consultants and contractors meet the environmental and social health and safety specifications set forth in their contracts.
  • Contribute to Progress Reporting: Provide input for regular, semi-annual, and annual project implementation reports as stipulated by UNICEF.
  • Collaborate on Project Monitoring: Work closely with the Head of Monitoring and Evaluation and team members to track and report on the implementation of the Health Emergency Response project.
  • Lead Training Initiatives: Organize and implement training sessions for project staff covering Environmental and Social Standards, stakeholder engagement, the GRM, and topics related to sexual exploitation, abuse, and harassment (SEA/SH), among other relevant ESHS subjects.
  • Perform Additional Compliance-Related Tasks: Carry out other duties within the project scope to ensure full compliance with environmental and social standards and related instruments.
  • Deliver Targeted Training as Needed: Provide further training in line with project instruments and organizational ESHS Standards when required.
  • Utilize Office Software Proficiency: Maintain strong skills in Microsoft/Open Office programs (Word, Excel, PowerPoint) to effectively support all duties and reporting requirements.

As applicable to the position, maintains a clear understanding of International Medical Corps and donor compliance and ethics standards and adheres to those standards.  Conducts work with the highest level of integrity.

  • It is all staff’s shared responsibility and obligation to safeguard and protect populations with whom we work, including adults who may be particularly vulnerable and children. This includes safeguarding from the following conduct by our staff or partners: sexual exploitation and abuse; exploitation, neglect, or abuse of children and adults at risk; and any form of trafficking in persons. 

 

Job Requirements:

Qualifications:

1. Bachelor’s degree in environmental science, social science (or related field).

Experience:

  1. Four years of professional relevant experience inclusive of managing the gender-based violence and medical waste management, Grievances Redressal
  2. Familiar with Microsoft Office package and report writing.  

Knowledge of World Bank and Afghanistan's Environmental and Social Legislations and frameworks is an asset.

Competency

  1. Good interpersonal skills and ability to work in a team.
  2. Humanitarian experience in medical and nutrition programs in Afghanistan (EPHS, BPHS,)
  3. Conversant with Health Information Management Systems
  4. The candidate must have strong command in English, Dari and Pashto Languages.
  5. Computer skills: Word, Excel, Outlook and PowerPoint
