Today, we work along the humanitarian and development spectrum, providing immediate aid supporting the most vulnerable in Afghanistan to find long-term solutions to the challenges they face.

  1. Background:

PIN Afghanistan’s three strategic objectives for the current planning period are (1) Agency driven, transformative, humanitarian assistance; (2) Making markets work for crisis affected and marginalized communities; and, (3) Harnessing decent, productive and inclusive livelihoods. Under the current evolving context, the CP is focusing efforts under strategic priority 1 and in particular supporting people to have (1) enough to eat, (2) a safe and secure living space that supports their health and well-being, (3) the basic items needed to stay safe and warm, and (4) access to education when the normal structures are no longer available to them.

 

Job Descriptions:

PIN Afghanistan is seeking an experience professional for the role of HLP Advisor to support the successful delivery of HLP activities as part of its project “Integrated Emergency Response for Returnees and Host Communities in Maidan Wardak, Afghanistan”. The Advisor will lead an HLP assessment and mapping in Maidan Wardak province to inform the project delivery and future programming. The selected Advisor will have strong technical understanding of HLP programming, great coordination and communication skills.

The HLP Advisor will collaborate closely with the relevant Advisers of PIN HQ’s Knowledge and Learning Department.

Responsibilities:  

The HLP Advisor is responsible for, but not limited to, the following work areas and duties: 

1)            Conduction of an HLP assessment:

  • In coordination with the MEAL team, design the HLP assessment tool, including Key Informant Interviews (KII), Focus Group Discussions (FGDs).
  • Identify relevant stakeholder within the community that will participate in the Key Informant Interviews (KII on Housing, Lands, and Properties.
  • Train the data collection team to conduct assessment and oversee the data collection process in coordination with the MEAL coordinator.
  • Conduct a mapping of HLP services and actors.
  • Lead, in coordination with the MEAL Manager, in the analysis of the collected data and in producing final activity report.

2)            Support the organization and conduction of validation/social cohesion workshops:

  • In coordination with the programme team, organise the validation workshops.
  • Facilitate the validation workshops, present the assessment results, gather feedback and facilitate dialogue
  • In coordination with the programme team, organise the social cohesion workshops.
  • Prepare HLP awareness raising material for social cohesion workshops.
  • Train facilitators to conduct social cohesion workshop.

Job Requirements:

  • Master Degree or minimum University Degree, preferably in Education, Social Studies, Psychology or related fields;
  • Minimum of four years working in humanitarian programming, including at least two years working on HLP;
  • Capacity Building experience, e.g. training, advising, or mentoring experience as an asset;
  • Experience in working with Protection related MEAL standards and tools;
  • Excellent communication and negotiation skills, including listening;
  • People management experience and skills and ability to manage with empathy;
  • Demonstrated ability to write clear and concise reports;
  • Adaptability with sound professional judgement and decision-making skills;
  • Ability to work independently;
  • Willingness to take responsibility for assigned responsibilities;
  • Willingness to work in less secure environment; 
  • Willingness to travel in Maidan Wardak province;
  • Fluent in English, Dari and Pashto – written and spoken;
  • Proficient in use of MicroSoft Excel and Word;
