Job Descriptions:

The Mining Rights Inspection Specialist’s responsibilities are to provide consultancy services on legal matters including monitoring and compliance of mining operations with relevant laws and regulations in line with extraction, exploitation, and environmental and labors’ rights protection.

The Specialist will be responsible to coordinate support services, report on improvements and issues, enhance practices, and ensure safety according to standards and environment safeguarding.

 

Duties and responsibilities are, but not limited to:

                                  

  • Provide advisory services to the Directorate regarding legal rights of mining.
  • Monitoring compliance of mining activities with rules and regulations and rights related to mining contracts, exploitation and resource allocation.
  • Inspect and review mining contracts and ensuring compliance with legal rights of the government and contractors
  • Monitor compliance with labors' rights in mining operations, including working, safety and health conditions.
  • Monitoring compliance with environmental laws in mining projects and providing legal advice on resolving environmental issues.
  • Prepare legal reports and providing advice to relevant authorities on legal and regulatory matters in mining projects
  • Provide advice to technical mining inspectors on the implementation of cabinet decisions and exemptions regarding mining rights
  • Provide support for effective and efficient operation of all activities undertaken by the Directorate.
  • Provide support in developing and updating relevant manuals and procedures being used by the Directorate when required.
  • Support the Directorate in implementation of relevant mining extraction manuals, and procedures as per international standards.
  • Support in performing assessment and evaluation of practices, and providing recommendations for improvements.
  • Provide advisory support in finalizing the periodical activities reports of the Directorate and/or prepare periodic reports as required by the Directorate.
  • Attend management meeting organized by the Directorate and other departments of the MoMP when required.
  • Plan, develop and manage on-the-job and other required specialized training programs to enhance the capacity building of the departmental staff in discharging the responsibilities stipulated in job description.

Job Requirements:

Education and Professional Qualification:

                     

  • Academic Qualification should at least be Bachelor Degree (relevant field i.e. Public Law, Mining Law, Public Policy, Public Administration and other similar fields)
  • Master’s degree in relevant field is preferred
  • Professional Certification in the relevant field is an advantage.

Experience:

              

  • Having at least Master’s degree or its equivalent with 5 years of working experience or bachelor’s degree with 7 years of working experience.


Language:

 

  • Fluency in Dari, Pashto & English (Reading, Writing, and Speaking) is must.

 
Other Skills:

 

  • Proven inter-personal skills
  • Excellent communication skills
  • Good computer operating skills (MS. Office) 
  • Ability to work in a team environment
  • Ability to work according to tight deadlines
  • Proficient at detailed report writing and presentation
  • Ability to analyze/interpret laws, regulations, etc.
