COAR actively bridging between donors of humanitarian aid and rural Afghan communities severely affected by almost four decades of wars, internal conflicts, natural and manmade disasters, and complexities. Job Descriptions:

1. Project Planning & Design Support

  • Assist in planning construction methods, procedures, and logistics based on engineering plans and project scope.
  • Evaluate and interpret architectural and engineering drawings and technical specifications.

2. Site Supervision & Field Execution

  • Supervise day-to-day construction activities on-site to ensure quality and safety standards.
  • Ensure all work is carried out in compliance with local building codes, safety regulations, and project specifications.
  • Monitor contractor and subcontractor performance to ensure adherence to contractual obligations.
  • Implement and enforce quality control measures across all stages of construction.
  • Conduct site inspections and tests to verify workmanship, material compliance, and equipment installation.
  • Document non-conformities and oversee corrective actions.
  • Assist in preparing detailed cost estimates and budgets for construction activities.
  • Monitor project expenditures and implement cost-saving strategies where appropriate.
  • Prepare reports on project financial performance and forecast future resource requirements.

3. Coordination & Communication

  • Collaborate with architects, engineers, consultants, contractors, and government authorities.
  • Lead construction meetings and interface with stakeholders to ensure clear understanding of project progress and issues.
  • Maintain accurate project documentation including RFIs, submittals, change orders, and meeting minutes.

4. Technical Support & Problem Solving

  • Provide engineering support during construction to resolve technical challenges.
  • Recommend design or process modifications as needed to accommodate field conditions.
  • Evaluate change requests and provide technical justification for approvals.

5. Reporting & Documentation

  • Prepare and submit regular progress reports, cost summaries, and schedule updates to project stakeholders.
  • Maintain detailed project records including as-built drawings, photographs, and QA/QC logs.
  • Support post-construction activities such as commissioning, handover, and close-out documentation
  • Perform any other duties as required or asked to do by the supervisor.

Job Requirements:

Education: Bachelor’s degree in Engineering or a relevant field.

Experience: A minimum of 4 years of proven experience in a similar role.

Skills: Proficient computer skills - Microsoft Office software, email, the internet.

  • Ability to work independently, under pressure and proceed with objectives without close supervision.
  • Outstanding verbal and written communication skills.
  • Solid problem-solving and team management abilities.
  • interpersonal intelligence.
  • Strong knowledge of labor legislation and payroll processes.
  • Good understanding of the full recruitment process.
