About Women's Activities & Social Services Association (WASSA):

Women Activities & Social Service Association (WASSA) was established in 2002 in Afghanistan as a non-governmental organization, committed to seeking ways for women's empowerment in Afghanistan. WASSA aims to promote women's equal participation in socio-economic sectors of the country. WASSA works directly with communities to bring change in the social attitude of the community regarding women.

1. Background

The project aims to improve the safety, well-being, and resilience of vulnerable populations by providing gender and protection services. The Monitoring, Evaluation, Accountability, and Learning (MEAL) & Reporting Officer plays a crucial role in ensuring project activities are implemented effectively, with measurable impacts and accountability to both beneficiaries and donors.

The MEAL & Reporting Officer will lead data collection, analysis, reporting, and learning processes to ensure the project achieves its objectives and aligns with WASSA’s strategic priorities and donor requirements.

2. Scope of Work

The MEAL & Reporting Officer will oversee the project’s monitoring and evaluation systems, support reporting, ensure accountability mechanisms, and facilitate learning across all activities.

3. Key Responsibilities

A. MEAL responsibilities:

1. Develop and implement the project’s MEAL framework, tools, and plans in coordination with the MEAL Supervisor.
2. Monitor project activities regularly to ensure they are implemented according to the work plan and indicators.
3. Conduct data collection through surveys, interviews, focus group discussions, and other M&E tools.
4. Ensure accurate data entry, analysis, and management to measure progress against key project outcomes.
5. Conduct field visits to verify data and document findings in a systematic manner.
6. Establish and strengthen a Community Feedback and Response Mechanism (CFRM) to collect and address beneficiary feedback in line with GESI and PSEA principles.
7. Ensure accountability mechanisms are accessible to vulnerable groups, including women, children, and persons with disabilities.
8. Document complaints, concerns, and feedback from stakeholders, ensuring follow-up actions are recorded and reported transparently.
9. Develop visualized data presentations (e.g., graphs, dashboards, tables) to share project achievements and lessons learned.
10. Ensure proper documentation and filing of project MEAL tools, reports, and learning documents.
11. Support the project team in documenting lessons learned, challenges, and best practices throughout the project cycle.
12. Identify and document success stories, lessons learned, and best practices for knowledge sharing and continuous improvement.
13. Organize periodic learning and reflection sessions for the project team and stakeholders to enhance implementation approaches.
14. Facilitate capacity building of project staff on MEAL tools, processes, and data utilization for improving project outcomes.
15. Support the development and maintenance of project databases and information management systems.
16. Assist in organizing and facilitating project evaluation and learning events.

B. Reporting responsibilities:

1. Prepare periodic monitoring reports and share key findings with the project coordinator for informed decision-making.
2. Compile and prepare high-quality weekly, monthly, quarterly, and final narrative reports in line with donor and organizational requirements.
3. Ensure timely and accurate reporting to donors, partners, and other relevant stakeholders.
4. Support the Project Coordinator with data-driven updates and evidence-based reports for internal and external stakeholders.
5. Participate in project meetings, workshops, and trainings as required.
6. Stay updated on the project's activities, targets, and indicators to ensure accurate reporting and monitoring.
7. Knowledge of report writing software such as eTools, KOBO and HUB reporting tools is required;
8. Collaborate with the Project Coordinator and other team members to address challenges and identify opportunities for project enhancement.
9. Ensure compliance with project reporting requirements and deadlines.
10. Provide technical support and guidance to project staff and partners on monitoring and reporting activities.
11. Contribute to the overall project planning, implementation, and coordination as needed.

1. Gender and Inclusion: Ensure MEAL tools are gender-sensitive and promote inclusion of marginalized and vulnerable groups.
2. Accountability to Affected Populations (AAP): Strengthen feedback systems and ensure beneficiaries’ voices are integrated into project improvements.
3. PSEA Compliance: Uphold and monitor adherence to Protection from Sexual Exploitation and Abuse (PSEA) standards in project activities.
