About ACDO:

Asia Community Development Organization (ACDO) is an Afghan non-governmental, non-political and non-profit humanitarian organization founded in 2014 register with the Government of the Islamic Republic of Afghanistan (GoIRA) under the supervision of the Ministry of Economy (MoEc) with a mission to provide humanitarian and development assistance to the vulnerable, at-risk and underserved people throughout the country.

ACDO responds to the needs of disadvantaged and marginalized rural and urban communities by managing and utilizing the available scarce resources in a well, efficient, transparent and dignified manner to enhance resilience, boost access to education, ensure food and livelihood security, and promote social protection and inclusion.

ACDO has an active presence in at least nine provinces in five regions of the country and intends to expand its operations to the remaining provinces as well to transform itself into a leading and developed organization that will deliver to and support the significant number of people who had been affected by the long-protracted and sudden-onset emergencies in Afghanistan. Regardless of the hardest circumstances that existed in Afghanistan in the last few years, ACDO has managed to deliver humanitarian and development assistance in Badghis, Balkh, Bamyan, Baghlan, Daykundi, Farah, Ghor, Herat, Kabul, Kandahar, Kunduz, Laghman, Nangarhar, Paktia, Paktika, Samangan, and Takhar provinces.

Job Descriptions:

  • Lead and supervise the field team in delivering community-based education interventions at the provincial level.
  • Undertake an active role in the quality implementation of education activities, including Temporary Learning School (TLS) and School Improvement Plan (SIP).
  • Take an active role in community mobilizations/community sensitizations to increase community participation in project implementation through engaging them in activities and interventions.
  • Ensure all required teaching and learning materials (TLMs) are provided and available in TLS and/or relevant public schools.
  • Ensure compliance with national education policies, donor requirements, Governmental regulations and organizational guidelines.
  • Facilitate the handover process of TLS to hub schools and ensure that all required documents are provided according to the CBE, government policies and approval of the donor and aligning with Governmental regulations.
  • Collaborate, set, and review collected data from the field and monthly targets and weekly work plans for project staff to ensure that the detailed implementation plan is delivered and achieved on time within the assigned scope and budget.
  • Reviewing weekly, monthly reports of the provincial staff and updating the truckers on the staff and sharing regularly with the project manager.
  • Act as the primary liaison between the project team and government education departments, including the Provincial Education Directorate (PED) and District Education Departments (DED).
  • Design and participate in field-based needs assessments and gap analysis, including risk and vulnerability and student mapping assessment.
  • Ensure the donor and Governmental sectoral departments are confirmed before starting the activity, implementation with their satisfaction and ending every activity with their confirmation letter.
  • Establish and strengthen meaningful working relationships with project stakeholders such as donors, UN agencies, Education Cluster, government departments at provincial and district levels, including PED, DEDs and schools, peer organizations working for the affected population, and community members.
  • Ensure that the program is appropriately staffed with diverse experienced backgrounds and ensure that work plans, objectives, development goals and clear lines of communication and reporting are updated.
  • Support the Executive Team in the provision of field assessment reports and developing the project pre-concept notes and data for proposals.
  • Provide strong leadership and direction to provincial/district-level project staff to ensure the delivery of program targets.
  • Prepare and submit high-quality progress reports to the project manager, central office, donors, and government authorities with all necessary procedures till completion of the activity and quarterly reports.
  • Ensure effective monitoring and performance management are in place for achieving prior agreed program activity targets.
  • Lead the preparation, review and regular revision of the detailed implementation plan, taking into account agreed milestones, log-frame and budget.
  • Capacity building of district-level staff on technical implementation of education in emergencies (EiE) or other Education program-related components.
  • Ensure efficient utilization of project resources at the provincial and district levels.
  • Provide support to the Education Department on recruitments, contracts, payments of teachers, and other community-based education staff.
  • Ensure the effective and donor-compliant management of the project budget through close collaboration with finance, supply chain and relevant departments.
  • Ensure that key project documentation is archived at the provincial and field level, and field staff are aware of what needs to be kept and recorded.
  • Monitor budget expenditures to ensure alignment with project plans.
  • Ensuring ACDO, PED, DED, Stakeholders, donors and beneficiaries of accountability and transparency of the all-activity implementation process,
  • Ensure the internal controls in the fields of finance, supply chain, community-based staff recruitment, and selection of children is satisfactory and that fraud, corruption, nepotism and diversion are minimized
  • Any other related task as assigned by the line manager /or the Senior Management Team (SMT).

Job Requirements:

  • Bachelor's degree holder with 5 years of relevant experience.
  • Experience in a relevant or similar position in humanitarian projects is required.

Skills:

  • Strong oral and written communication skills in Pashto and Dari, English skills will be an asset.
  • Knowledge of the community structure, dynamics, and development.
  • At least 5 years of experience in Humanitarian projects implementation, particularly in education projects, conflict resolution, and resource mobilization.
  • Knowledge of the value of education in Holy Islam, child development, and the current trends of education in Afghanistan.
  • Ability to cope well under pressure, work irregular hours, and meet tight deadlines.
  • Sound organizational skills and ability to prioritize and deliver assignments promptly often under severe time pressures.
  • Experience in needs assessment, project monitoring & evaluation, and program development
  • Good knowledge and experience in Afghanistan Humanitarian system/context, Education and Emergencies.
  • Experience in coordination with government authorities, communities, donors, and beneficiaries.

Language skills:

  • Fluent oral and written skills in Pashto and Dari, fluent in English will be a plus point
