Job Descriptions:

  1. Background

WASSA is launching a four-month emergency response project to support the recent returnees in Islam Qala boarder. The project focuses on addressing urgent needs in food security and Cash for Food, particularly for vulnerable returnee families. Interventions include the distribution of cash for food assistance for 1420 vulnerable households.

 

2. Scope of Work

The Cash Distributer Officer will be responsible for overall to lead the registration, selection and verification of beneficiaries using Kobo for data collection based on the CARE’s selection criteria in Islam Qala boarder, ensuring transparency and need-based inclusion for cash program. Coordinate regularly with UN agencies, IOM, WFP, UNHCR, local authorities and other humanitarian actors involved in the returnee response to ensure smooth collaboration and avoid duplication. Keep close coordination with IOM to receive their list beneficiaries the referred cases. Ensure having close coordination with CARE's contracted FSP to pay the cash for the selected returnees in Reception Center in Islam Qala boarder, and ensure the BDL is fill out and documented in the file. In addition; make recommendations for better improvements with timely providing daily/weekly/monthly inputs and update to the line manager.

Job Requirements:

 

  1. Key Responsibilities
  1. Build strong relationships with stakeholders, authorities, UN agencies, IOM, WFP, and UNHCR, local authorities, other humanitarian actors involved in cash distribution modalities in the returnee response to ensure smooth collaboration is in place and avoid duplication.
  2. Ensure effective and timely selection and verification of the returnees are done for Cash for Food assistant via Kobo system in Islam Qala boarder.
  3. Ensure beneficiary identification and selection processes are done according to the CARE criteria based on vulnerability indicators and humanitarian standards.
  4. Ensure that CFF interventions align with the Core Humanitarian Standard (CHS) and Sphere guidelines to maintain fairness, inclusivity, and transparency.
  5. Providing operational support and keep close coordination and collaboration with CARE’s FSP before and during the cash payment process.
  6. Provide and submit regular progress reports and update to the line manager.
  7. Facilitate communication and coordination with local authorities, cash distribution committee, and other stakeholders to ensure smooth implementation of CFF activities.
  8. Ensure all project documentation, including beneficiary distribution lists, and monitoring reports, are properly recorded and submitted to project manager.
  9. Monitor the context of beneficiary selection/verification process and report time the key findings and challenges to the Project Manager.
  10. Support the implementation of feedback and complaints response mechanisms to address beneficiaries’ concerns effectively.
  11. Adhere to all WASSA administrative procedures and policies;
  12. Adhere to all WASS and security policies;
  13. Assist with general program operations and field-based activity;
  14. Carry out any other relevant tasks assigned by the Project Manager to support the successful implementation of project activities

6. Working Conditions

  • Based in Islam Qala border, zero point.
  • May require working flexible hours, including weekends, stay overnight to meet returnee needs.
