  1. Background:

PIN Afghanistan’s three strategic objectives for the current planning period are (1) Agency-driven, transformative, humanitarian assistance; (2) Making markets work for crisis-affected and marginalized communities; and, (3) Harnessing decent, productive, and inclusive livelihoods. Under the current evolving context, the CP is focusing efforts under strategic priority 1 and in particular, supporting people to have (1) enough to eat, (2) a safe and secure living space that supports their health and well-being, (3) the basic items needed to stay safe and warm, and (4) access to education when the normal structures are no longer available to them.

Job Descriptions:

The Procurement Assistant plays a key supporting role in the procurement department, ensuring that all purchasing activities are conducted efficiently, transparently, and in compliance with organizational policies. Working closely with the Procurement Officer, the assistant helps manage procurement documentation, contract follow-ups, and supplier records. This position requires strong organizational skills, attention to detail, and the ability to coordinate with internal teams and external vendors to support the smooth execution of procurement plans and activities.

The Procurement Officer:

  • Provide administrative and operational support to the Procurement Officer in executing daily procurement tasks.
  • Assist in managing contracts and maintaining communication with contractors and consultants.
  • Help draft procurement documents and maintain organized filing systems.
  • Collaborate with the Procurement Officer to prepare RFQs, evaluation reports, and draft contracts.
  • Monitor procurement timelines and assist in tracking progress against procurement plans.
  • Contribute to the creation and regular updating of procurement plans.
  • Keep detailed records of consultants and suppliers, including contract status and deliverables.
  • Ensure all procurement-related documentation is accurate and up-to-date.
  • Provide support for procurement-related meetings, presentations, and workshops.
  • Carry out additional tasks as delegated by the Procurement Officer to support the procurement function.

Job Requirements:

  • Bachelor’s degree in Logistics, Business Administration, or a related field.
  • Minimum 1/2 years of experience in logistics or operations, preferably in humanitarian or development settings.

Technical skills:

  • Solid understanding of logistics and supply chain management principles.
  • Proficiency in Microsoft Office Suite (Word, Excel, Outlook).
  • Familiarity with procurement procedures and inventory management systems.
  • Strong organizational skills with the ability to manage multiple tasks and meet deadlines.
  • Competence in reporting and documentation.

Other:

  • Based full-time in Kabul; office-based position.
  • Ability to work independently and collaboratively in a team environment.
  • Strong interpersonal and communication skills.
  • Fluency in English and Dari; working knowledge of Pashto is an asset.

Desired:

  • Experience with NGO logistics systems.
  • Knowledge of donor compliance requirements.
