Afghanischer Frauenverein e.V.: AFV is a non-profit, non-governmental and non-political humanitarian aid organization registered with the Ministry of Economy in Afghanistan and has been working in the field of Education, Health, WASH, Vocational skills development, and humanitarian emergency response in Afghanistan since 1992. With a Country Office in Kabul and over 200 local staff members countrywide, AFV is implementing sustainable relief programs that are mainly in the rural areas, focusing on supporting children and their families in extreme poverty. Today AFV is engaged in over 21 relief programs serving over 250,000 people per year all over the country. The organization provides technical and financial support to five schools in Kabul, Kunduz and Ghazni provinces; runs vocational training courses for people with disability in Kabul and Ghazni; provides safe drinking Pipe for poor communities in remotest parts of some provinces; supports eight Basic Health Clinics (BHCs) in Kabul Province; and delivers humanitarian assistance, WASH, and emergency relief programs in various provinces affected by natural disasters including Herat, Baghlan, and Nengarhar provinces

Job Descriptions:

The Procurement and Logistics Officer ensures the efficient, transparent, and compliant management of AFV’s procurement and logistics operations in accordance with AFV policies, donor regulations, and applicable local laws. Under the direct supervision of the Operations Coordinator, the Officer is accountable for the full procurement cycle, including needs identification, bidding, contract management, supplier performance monitoring, and the timely delivery of goods and services for health, education, WASH, and emergency response programs. On the logistics side, the officer oversees fleet management, transportation, inventory control, office facilities, and safety measures, ensuring optimal resource utilization and operational continuity. The role also includes maintaining accurate records, supporting audits, and contributing to staff capacity building to uphold AFV’s standards of accountability, value for money, and operational excellence. The procurement and logistic officer will be responsible for, but not limited to the following key duties and responsibilities:

Key Duties and Responsibilities

Procurement:

  • Collect PRs from relevant departments daily and ensure completeness before processing.
  • Prepare purchase orders (POs) and obtain all required approvals from authorized signatories.
  • Ensure timely procurement of goods, works, and services in accordance with AFV project needs and donor requirements.
  • Arrange delivery of procured goods to the requesting department, clinics, schools, or project site, ensuring complete documentation (delivery notes, receipts, and approvals).
  • Maintain accurate procurement records (digital and hard copies) in a systematic and easily retrievable manner.
  • Conduct regular market assessments and maintain an updated database of reliable, pre-qualified suppliers.
  • Prepare and manage bidding documents (RFQs, RFPs), conduct bid evaluations, prepare evaluation reports, and finalize contracts in compliance with AFV and donor procurement policies.
  • Ensure all procurement processes are transparent, competitive, and accountable.
  • Monitor supplier performance and contract compliance, resolving delivery or quality issues promptly.
  • Coordinate closely with program teams to ensure procured goods and services meet required specifications and are delivered on time.
  • Collaborate with the finance department to process supplier payments and ensure alignment with approved budgets.
  • Maintain and regularly update the database of approved suppliers and service providers.
  • Negotiate, prepare, and manage supplier/service contracts and framework agreements.
  • Ensure timely renewal or closure of vendor agreements based on performance and operational needs.

 

Logistics:

  • Manage AFV’s vehicle fleet, including scheduling, preventive maintenance, and repairs.
  • Supervise drivers, maintain fuel and mileage logs, and ensure all vehicles are safe and roadworthy.
  • Arrange transportation for staff, program materials, and emergency supplies.
  • Provide logistical arrangements for meetings, training, workshops, and field missions (venue booking, transportation, accommodation, and material delivery).
  • Support the timely delivery of materials and supplies to project sites and field teams.
  • Organize and coordinate logistics support for emergency response operations, ensuring rapid deployment of staff, goods, and equipment.
  • Oversee the proper functioning of office facilities, utilities, and equipment.
  • Manage AFV’s inventory, including accurate tracking, labeling, and periodic physical verification of assets and supplies.
  • Ensure office safety and security measures are implemented, monitored, and maintained for staff, visitors, and assets.
  • Manage support staff related to logistics and operations, ensuring effective service delivery.

 

Compliance, Reporting, and Capacity Building

  • Ensure all procurement and logistics activities comply with AFV policies, donor regulations, and applicable local laws.
  • Prepare regular procurement and logistics reports for the operations coordinator and donors.
  • Support internal and external audits by providing accurate and complete documentation.
  • Provide training and guidance to AFV staff on procurement and logistics procedures.
  • Perform any other duties assigned by the operation coordinator to ensure the effective delivery of AFV’s health, education, WASH, and emergency response programs

Job Requirements:

Education:

  • Bachelor’s degree in business administration, economics, or a related field (master’s preferred). Attested education documents are required.
  • Strong knowledge of procurement laws, rules of procedure, NGO operations, and donor agency requirements.

Work Experience:

  • Minimum 5 years of relevant experience in procurement and logistics, preferably with an INGO.
  • Proven experience in bidding, bid evaluation, contract management, supplier performance monitoring, inventory management, and compliance reporting.

Skills and Abilities: 

  • Solid understanding of procurement and logistics processes, documentation, and compliance standards.
  • Strong analytical and problem-solving skills with the ability to identify discrepancies and recommend solutions.
  • High level of integrity, professionalism, and discretion in handling sensitive information.
  • Excellent coordination, negotiation, communication, and interpersonal skills.
  • Well-organized with strong time management skills; able to meet deadlines and manage multiple tasks effectively.
  • Proficiency in Ms. Office package, and basic radio communication equipment.
  • Fluency in English and local languages (Pashto and Dari), with clear written and verbal communication skills.
  • Willingness to learn, take initiative, adapt to changing work priorities, and travel to provinces when required.
