About La Chaîne de l'Espoir:

La Chaîne de l’Espoir is an international Non-Governmental Organization (NGO) founded in 1994. Its mission is to strengthen health systems to give everyone, especially children, the same chances of survival and development. The NGO has been working in Afghanistan since the early 2000s. In 2005, it built the French Medical Institute for Children (FMIC) in Kabul, a non-profit paediatric hospital, to provide high quality medical and surgical care for young patients. Since 2006, the Aga Khan Development Network (AKDN) has been responsible for the overall management of the FMIC, with La Chaîne de l'Espoir providing medical support and access to the most vulnerable populations. In 2016, the hospital expanded with the opening of gynaecology, obstetrics and neonatology services, becoming the French Medical Institute for Mother and Child (FMIC). Services for adults have also been developed in recent years.

The goal of La Chaîne de l’Espoir is to increase access to healthcare in particular for the most vulnerable afghans. To do so, La Chaîne de l’Espoir:

  • Trains and supports the medical, paramedical and technical teams through short- and long-term volunteer missions;
  • Provides free surgical treatment at FMIC and social care for the most vulnerable children and women coming from all the 34 provinces of Afghanistan, and offers patients and their caretakers accommodation and food in the Women and Children House (WCH) for free.

The house has segregated common areas for men and women, private and shared rooms, a garden and a playroom.

Job Descriptions:

Safety and Security Management

  • Support CDE Afghanistan operations in Kabul (and, if required, other mission areas) by assisting the Logistics & Security Coordinator in guidance on safety and security policies, procedures, guidelines and planning for staff safety and operational security.
  • Assist in evaluating, reviewing and updating the Security Management Plan (SMP) and its annexes regularly, ensuring compliance with CDE’s Security Management Framework and adapting it to evolving conditions in Afghanistan.
  • Work with the Logistics & Security Coordinator, Head of Mission and other relevant colleagues (e.g. HQ adviser, Asia Desk) to develop, consolidate and implement Standard Operating Procedures (SOPs), contingency plans and other operational security tools.
  • Contribute to the regular review and updating of hibernation and evacuation plans, ensuring all practical arrangements are in place and communicated to relevant staff.
  • Conduct and/or assist with risk assessments of current and potential offices, guesthouses, project sites ensuring compliance with CDE’s safety and security standards.
  • Monitor and assess the condition and use of safety equipment (e.g. fire safety equipment, medical kits), recommending improvements or replacements as necessary.
  • Support the implementation of secure and reliable communication systems between staff in all operational areas.
  • Ensure safety and security measures, reporting mechanisms and training initiatives are gender-sensitive, context-appropriate and responsive to diverse staff profiles and backgrounds.
  • Regularly update all security documentation relevant to the operational area (SOPs, contingency plans, security briefings, etc.).
  • Support movement tracking of all CDE staff, vehicles ensuring adherence to movement protocols.

Networking and Liaison

  • Monitor, support and report on security-related NGO and humanitarian coordination initiatives in Afghanistan.
  • Contribute to building and maintaining CDE’s acceptance and access through active liaison with local communities, traditional leaders, local authorities, security forces and humanitarian partners.
  • Establish and maintain contact with relevant security actors, local law enforcement, community elders, other NGOs, UN security networks, and relevant ministries.
  • Promote a collaborative approach with external actors to facilitate safe and uninterrupted operations.

Administrative Security Compliance (Expats Legal Stay Management)

  • Responsible for obtaining visas for expatriate staff to enter Afghanistan.
  • Responsible for obtaining residency permits for expatriate staff in Afghanistan.
  • Responsible for obtaining work permits for expatriate staff in Afghanistan.
  • Maintain an up-to-date tracking system for all expatriate visa, residency, and work permit statuses.
  • Ensure timely renewal of visas, residency, and work permits, providing regular updates to the Logistics & Security Coordinator and Head of Mission.

Context Understanding and Reporting

  • Compile and submit regular reports tracking incidents, trends and emerging threats.
  • Provide ad-hoc contextual updates to relevant staff as required.
  • Support HoM, in ensuring that all security incidents and near-accidents are followed up with formal written reports and appropriately shared with relevant stakeholders.
  • Monitor the operational environment to identify new risks, assess CDE vulnerabilities and recommend risk mitigation measures.
  • Provide timely and credible information on local, national and regional security developments, offering context-specific advice to the Logistics & Security Coordinator and Head of Mission.
  • Participate in rotational on-call duty for incident response outside normal working hours, including nights and weekends.

Bachelor graduated

Experience

At least 2 years of experience in same or similar position in INGO

Language

Able to speak well on both local languages (Dari & Pashto), English is mandatory.

  • Experience working successfully with local stakeholders such as local and international NGOs, local authorities, government, etc. with sensitivity and diplomacy
  • Handling insecure environment Capacity to handle multiple tasks at one time
  • Excellent relationship-building, interpersonal skills and the ability to effectively represent CDE with external stakeholders
  • Committed to strict deadlines and act quickly during emergency.
  • Excellent knowledge of Afghanistan specific context
  • Ability to travel around Afghanistan.
