About ACBAR:

The Agency Coordinating Body for Afghan Relief and Development, ACBAR, is an independent forum founded in 1988 in response to the demand from NGOs working with Afghan refugees in Pakistan and across the border in Afghanistan to more efficiently coordinate assistance and delivery of services. With its main office in Kabul since 2002, ACBAR brings together 211 National and International NGOs working in in all sectors of humanitarian assistance and development in Afghanistan. Based on the 3 pillars of Information and CoordinationAdvocacy and Enabling Environment, and Capacity Building, ACBAR’s activities focus heavily on sharing information with members, coordination of members and the aid community in general, at the national and regional levels, and carrying out advocacy on issues affecting the work of its members and other I/NNGO in Afghanistan. ACBAR has a mission to provide an efficient platform for members to carry out effective humanitarian, development, and peace building activities in Afghanistan. The members are the drive behind ACBAR, and their active participation is essential to ACBAR’s continuous dynamism. 

The SHAPE TPP is a two-and-a-half-year FCDO funded humanitarian programme that starts on October 1, 2023, and ends on March 31, 2026.  The programme will focus on contributing to increased humanitarian programme and protection response through fostering the localization agenda with National NGOs, improving coordination, strengthening advocacy, and building humanitarian organizations and staff capacity to implement programmes delivering essential aid and services.

Job Descriptions:

The Training Officer is responsible for identifying training needs and mapping out development plans for participating NNGO/CSO partners and ensuring that they are provided the appropriate training support. Training officer is responsible for managing, designing, developing, coordinating, and conducting trainings within SHAPE TPP in collaboration with the training coordinator and Twinning Team. The Training Officer will also work with external trainers and consultants, and other agencies in the conduct of training activities. The regular working hours are from 8 a.m. to 4 p.m., including lunch break, from Sunday through Thursday, or as scheduled during travel, and as noted in the Human Resources Policy Manual.

ESSENTIAL TASKS

Essential tasks include the following:

  • Develop pre- and post- tests, training evaluations, and other training review methods with assistance from training coordinator.
  • Assess participant learning performance and identify needs for additional specialized or adaptive instruction
  • Maintain records of completed training both hard and soft
  • Deliver and refine training for in-person classes, workshops, webinars, virtual sessions for groups and individuals
  • Work with the training coordinator and SHAPE Twinning Program Plus Team includes Remote Managers and all other relevant staff. Support the implementation of all ACBAR training activities by working closely with internal and external trainers/consultants;
  • Work with training coordinator to establish a pool of qualified training consultants;
  • Support the training coordinator in hiring training consultants for the programme in close collaboration with the HR department.
  • Design workshops and develop training modules where needed:
  • Design each training to be culturally identifiable to the context; ACBAR’s programs, and for the participants attending the training;
  • Design training material, methodology, training guides and reporting templates in closed collaboration with the training coordinator and MEAL department
  • Deliver the trainings in quality, and focus on building the capacities of participating NNGOs and CSOs.
  • Co-facilitate trainings alongside other assigned trainers
  • Ensure timely and quality reporting by submitting a monthly summary report highlighting training, lessons learned, and challenges, and recommendations including success highlights, feedback from participants, and recommendations for ACBAR’s SHAPE TPP (sent to the training coordinator).
  • Work along with MEAL and Remote Managers to undertake Organizational Capacity Assessment (OCA) and evaluations of training activities and assist in the analysis of results

KNOWLEDGE, SKILLS and/or ATTRIBUTES

  • Good knowledge of training planning, design, curriculum development, and facilitation 
  • Experience in facilitating/co-facilitating trainings for beneficiaries and key stakeholders
  • Understand training session monitoring and evaluation 
  • Ability to manage competing priorities in a rapidly changing environment; and follow instructions and to ask for help when necessary
  • Treats all people fairly without favoritism and solves problems in collaborative ways.
  • Courteous and polite when representing ACBAR, and ability to work in a team

EDUCATION, TRAINING and/or EXPERIENCE

  • Bachelor degree (Master’s degree will be preferred) in relevant professions including Education, Project Management, Humanitarian Aid, and Development Policy and Management
  • Attended a Training or Trainers workshop/training course.
  • Experience with NGOs and humanitarian response.
  • Minimum of (3-5) years of experience & 2 years related work experience.

LANGUAGE SKILLS, MATHEMATICAL SKILLS, AND REASONING ABILITY

  • Ability to visit and conduct face to face meetings with NGO partners
  • Demonstrate very good written and verbal communications skills in English, Dari and Pashto
  • Ability to conduct training in English
  • Ability to understand methodology used for pre- and post-tests, evaluations, data collection related to training to assess training results and participant improvement
  • Ability to work independently and meet deadlines with quality results.
  • Ability to work in a team
