Over the past few years, Afghanistan has witnessed a relative improvement in security and stability across much of the country. This has allowed humanitarian actors like INTERSOS to maintain uninterrupted access and expand services in areas that were previously hard to reach. Despite this progress, the humanitarian situation remains critical, with millions of Afghans continuing to face acute vulnerabilities due to prolonged economic hardship, natural disasters, and limited access to essential services.

In 2025, more than half of the population is in need of humanitarian assistance, with food insecurity, child malnutrition, and displacement remaining key concerns. Natural disasters, such as floods and recent earthquakes, have further compounded the needs of already struggling communities.

INTERSOS continues to operate through a community-based approach with field bases in Kabul, Kandahar, and Zabul, delivering primary healthcare, nutrition, and protection services with a focus on women, children, and persons with disabilities. The organization enjoys strong community acceptance and collaborates closely with relevant national authorities, including maintaining the full participation of female staff in all activities.

While the operational environment is largely stable and conducive, funding shortfalls and systemic barriers such as restrictions on financial flows and administrative bottlenecks continue to impact the scope and scale of humanitarian response. Sustained support is crucial to ensure the continuity of life-saving services and to address the urgent needs of Afghanistan’s most vulnerable populations.

Job Descriptions:

The Customs Officer will be responsible for coordinating and managing all customs clearance processes for goods imported or exported by INTERSOS Afghanistan Mission. This includes liaising with customs authorities, ensuring compliance with Afghan laws and regulations, preparing necessary documentation, and working closely with suppliers, freight forwarders, and relevant government agencies to ensure the timely clearance and delivery of goods.

Key Responsibilities

• Manage the end-to-end customs clearance process for all imports and exports.

• Ensure compliance with Afghan customs regulations, INTERSOS policies, and donor requirements.

• Prepare and submit all necessary customs documentation (invoices, packing lists, certificates, permits, etc.).

• Liaise with Afghan Customs Authorities, Afghanistan Food and Drug Authority (AFDA), and other regulatory bodies.

• Follow up on shipments to ensure timely clearance and delivery to INTERSOS warehouses or project sites.

• Maintain accurate records of all customs transactions and related documentation.

• Provide regular updates to the Logistics Coordinator on clearance status and potential delays.

• Support procurement and logistics teams by advising on customs duties, taxes, and exemptions.

• Ensure proper handling of sensitive and perishable goods, including coordination for priority clearance.

• Develop and maintain strong relationships with customs brokers, freight forwarders, and government officials.

 

Job Requirements:

Bachelor’s degree in Logistics, Supply Chain Management, International Trade, or related field.

• Minimum 3 years of experience in customs clearance or import/export operations, preferably with INGOs or UN agencies.

• Strong knowledge of Afghan customs regulations and procedures.

• Experience liaising with AFDA and other relevant Afghan government entities.

• Proficiency in MS Office (Word, Excel, Outlook).

• Fluency in Dari, Pashto, and good command of English.

• Strong communication, negotiation, and problem-solving skills.

• Ability to work under pressure and meet tight deadlines.

• High level of integrity and professionalism.
