It has been working in Afghanistan since 1998 and is presently managing long-term and short-term humanitarian and development programs to the people in need in countries around the world. Job Descriptions:

The Project Manager serves as the key role responsible for managing and overseeing the implementation of all project and administrative activities to ensure the successful completion of the WFP Unconditional Seasonal Support Program (USSP). The Project Manager is accountable for ensuring that all aspects of the project are implemented effectively, efficiently, and in a timely manner, in line with the project work plan and the Field Level Agreement (FLA). The key and specific responsibilities of the Project Manager are outlined in the section below.

In addition, Shelter for Life adheres to safe and PSEA-sensitive human resource practices and processes throughout recruitment, contracting, and performance management to ensure the safety and well-being of both staff and beneficiaries. Shelter for Life upholds a strict zero-tolerance policy toward Sexual Exploitation and Abuse (SEA).

Job Requirements:

  • Manage and oversee all project operations in a professional and effective manner.
  • Prepare and submit daily, weekly, monthly, and final reports to WFP and SFL Country Office.
  • Work under the direct supervision of the Deputy Country Director – Program on all program-related issues.
  • Monitor and supervise project activities to ensure quality and compliance.
  • Participate in sectoral coordination meetings at the provincial level.
  • Conduct regular field visits to project sites to evaluate progress against project goals and objectives.
  • Provide regular progress updates to the Deputy Country Director – Program and the Country Director.
  • Travel locally and nationally to field offices to conduct needs assessments, engage with beneficiaries and stakeholders, and provide technical support and supervision to staff.
  • Ensure the accuracy, reliability, and relevance of data collection methods used by project teams; consolidate data for program design, concept notes, proposals, and reporting.
  • Maintain regular coordination with other organizations, donors, government departments, and relevant stakeholders engaged in emergency response.
  • Ensure accurate monitoring, tracking, and transparent management of SFL emergency response interventions.
  • Oversee staff performance, provide leadership, track progress, and ensure compliance with SFL policies and donor requirements (e.g., implementation documentation, beneficiary signatures, etc.).
  • Contribute to the recruitment of qualified project staff, ensuring the right knowledge, skills, and experience are in place.
  • Lead the humanitarian team in conducting rapid assessments, developing distribution plans, and ensuring timely, coordinated implementation.
  • Ensure staff have the necessary skills for rapid assessment, humanitarian response, beneficiary identification, and reporting.
  • Visit and monitor field teams during assessments and distributions.
  • Build and maintain strong relationships with project stakeholders and local authorities.
  • Produce and share monthly reports with relevant government departments and sectoral bodies.
  • Represent SFL (SO1) in all relevant provincial-level coordination meetings.
  • Ensure all project objectives, outputs, and indicators are achieved on time and within scope.
  • Support the M&E team in monitoring each intervention.
  • Perform any other duties assigned by the Deputy Country Director – Program and the Country Director.

Qualification/ Requirements

  • Having higher education; graduated from economy, Agriculture or relevant faculty.
  • 5 to 7 Years relevant work experience in the field with INGOs or UN agencies (proven experience in managing of the livelihood, project, emergency and food security project.)
  • demonstration ability to lead.
  • Excellent communication and interpersonal skills.
  • Most have strong work ethics and self-starter approach. 
  • Computer skills at the operator level,
  • Fluency in English and formal languages (Dari and Pashto)
  • Regional and cultural knowledge of areas of SFL field operations in Afghanistan
  • Willingness to work long hours when required
  • Ability and willingness to travel to the project sites and outside of duty station within Afghanistan and adjust to the SFL environment as frequently as required
  • Honest, proactive, well mannered, and must share values of SFL.
  • Willing to stay in field locations
  • Ready to work, live and travel in an intricate and strenuous environment
