Job Descriptions:

We are looking for a dynamic HR Officer to lead, direct and manage the day-to-day HR activities for our Kabul Head Office and other provinces. You will act as the first point of contact for HR-related queries from employees and external partners.  You will also have to handle employee-related services, regulatory compliance, and employee relations, among many other tasks. 

  1. Recruitment and Retention.
  2. Develop and oversee the recruitment process.
  3. Review job advertisements prior to posting, screen CVs, conduct telephone screenings, coordinate interview teams, participate in interviewing candidates.
  4. Ensure candidate documentation is collected and recorded/filed properly. 
  5. Oversee all staff engagement for the head office and manage the new hire orientation and exit process.
  6. Compliance and Record-keeping
  7. Manage time clocking system for the office, ensuring timely submission, approval, accuracy, and filing.
  8. Prepare the monthly attendance report and submit to finance department for payroll processing.
  9. Follow up with projects regarding all HR related issues.
  10. Follow up with site admin assistant for preparing the monthly attendance sheets on time.
  11. Compensation and Benefits
  12. Monitor compensation and ensure internal equity & compliance and benefits are met.
  13. Facilitate job analysis and update job descriptions. 
  14. Review employee final payments for accuracy and compliance with labor and HR Manual.
  15. Oversee the coordination and implementation of annual performance reviews.
  16. Employee Relations.
  17. Coach, counsel, and discipline employees.
  18. Work with senior management to resolve employee relations issues pragmatically.
  19. Investigate employee relations issues and work to ensure human resources-related decisions are consistent and fair.
  20. Initiate, coordinate, and enforce systems, policies, and procedures.
  21. Any other tasks assigned by Supervisor.

Job Requirements:

  • Bachelor's Degree in business administration or public administration with specialization in the field of Human Resources.
  • Minimum of 3-5years of experience in the field of human resources.
  • Ability to work with management to assess complex issues pragmatically.
  • Ability to define problems, establish facts, analyze situations and make decisions.
  • Excellent written and verbal English and local language skills.
  • Ability to interact with and lead employees at various levels.
  • Strong understanding of confidentiality as it relates to Human Resources.
  • Proficient in MS Office, including Word, Excel, and Outlook.
  • Excellent organizational and multitasking abilities.
  • A team player with leadership skills.
