Aga Khan Health Services (AKHS) is one of the most comprehensive private, not‐for‐profit health care systems in the developing world with community health programs in large geographical areas in Central and South Asia, as well as in East Africa.

The Aga Khan Health Services, Afghanistan (AKHS, A) was established in 2003 as part of the Aga Khan Development Network (AKDN). AKHS, A provides health care services mainly on behalf of the government including the Ministry of Public Health’s of Afghanistan’s Basic Package of Health Services (BPHS) and Essential Package of Hospital Services (EPHS). AKHS, A is unique both in scale and scope, delivering critical health services along the continuum of care, from Community Health Workers (CHWs) to ISO certified hospital facilities.

AKHS, A is currently implementing healthcare services in Bamyan, Baghlan, Badakhshan, Kabul and Takhar provinces. The agency’s scope of work includes the provision of primary and secondary healthcare, preventive and curative medical care, Nursing and Midwifery education, Human Resources Development and Hospital Management. As BPHS and EPHS implementer, AKHS, A provides technical support as well as capacity building of health personnel, immunization services, nutrition trainings and the training of Community Health Nurses and Community Health Midwives.

AKHS, A draws on internal and other donor fundings to continue supplementary and complementary support to the national health system. Moreover, AKHS, A has introduced innovations, including, expansions of e-Health services, e-learning initiatives, and cross border arrangements. To promote healthy environment, AKHS, A is also implementing net zero and greenhouse gas emission initiatives.

Job Descriptions:

MAIN RESPONSIBILITIES AND TASKS

  • Ensure compliance with AKHS, A Policies and Procedure, regulatory bodies. Maintain quality standards and ensure processes are in compliance with different standards like ISO etc.
  • Ensure the availability of all material required for services such as Electrical, Mechanical, civil and Bio-medical department.
  • Ensure the compliance of local procurement with defined policy and guidelines.
  • Oversee the maintenance of Medical, Non-medical equipment and assets. Also, responsible for look after for renovation work of all health facilities
  • Ensure all Electrical devises include generators, solar system, distribution boards, switchgears, cables and cable trays, switches, ventilation fans and other electrical fixtures are attached and functioning properly.
  • Ensure all mechical, plumbing system, Air-condition and related mechanical appliance for office and health facilities are working at their optimum efficiency. 
  • Ensure all Bio-Medical equipment’s are working properly.
  • Regular check of Firefighting systems including pumps, piping, hydrants and electrical alarm systems
  • Maintains the complete electrical network of all health facilities and office.
  • Organizes safe switching procedures for switch gear operation, particularly for change over from national grid to power plant generator and reverse.
  • Ensures proper standards of safety with regards to all aspects of electrical, mechanical and Bio-Medical work in line with AKHS, A policy.
  • Operates and maintains several generators, off load and on load testing as required, including controls and automatic transfer switches.
  • Maintains various D.C. systems inverters, with battery back-up supply, i.e. hospital UPS systems and power plant DC systems.
  • Orders required spare parts for a variety of different discipline of engineering equipment.
  • Maintains the full range of equipment of all health facility.
  • Liaises with other disciplines and departments, especially in relation to shutdowns or disconnection of supply.
  • Maintains office files related to maintenance of assets etc. Also, prepare budget for different maintenance related activities for the improvement of the clinics.
  • Conduct training whenever necessary to members of his team, doctors, nurses and assess regularly and reports on their future training requirements.
  • Maintains staff house generators and related electrical work.
  • Prepare materials list for new installation work whenever needed.
  • Provides regular reports to project lead and technical report to NPO Head of engineering.
  • Effectively organizes the electricians/assistant and other staff to carry out breakdown maintenance, planned preventive maintenance and emergency work as necessary.
  • Regular participation in on-call duty.
  • Ensures regular inspection of equipment (i.e. all discipline of engineering).
  • Assists in planning of various small projects i.e. additional lighting or extension of power supply and other minor upgrades/ renovations or other additional tasks to various parts of health facilities.
  • Performs additional duties/tasks within the range of his knowledge and ability as required by supervisor.

 

      • Solar parts:
  • Monitors and inspects solar site to determine proper operating conditions. Also need to monitor any failure of component which reduces efficiency of solar plant. Prioritize maintenance related tasks and take actions to improve solar field efficiency.
  • Supervision of daily maintenance of solar plant and identify irregularities in solar field operations.
  • Maintains solar panel neat and clean, keep accurate logs and records obtained from inspections of solar field equipment. Also need to prepare reports related to solar field components and make sure their availability all the time.
  • Reading schematics, diagrams and technical documents to determine methods and sequences of the work
  • Install and maintenance photovoltaic (PV) systems in accordance with international codes and standards using drawings, schematics, and instructions.
  • Keep maintained and clean generator and surrounding (cleaning inside in and outside of the generators room)
  • To make sure generators are working properly and make sure their proper maintenance and servicing as per company standards (i.e. hospital and guest houses generators).
  • Coordinate and guide/supervise generator technician during troubleshooting of generators. Also need to do regularly check-up of fuel tank of generators.
  • Be guided by the AKHS Code of Conduct including the institutional safeguarding principles in all dealings.
  • Consider institutional Net-Zero targets and plans when carrying out responsibilities

Job Requirements:

Education:        B. E/B.SC Electrical Engineering 

Experience:     At least 7 years of experience in Electrical engineering and maintenance is required.  Working experience on medical equipment as well as mechanical equipment in healthcare institutions/ services will be preferred. Further experience in the solar field and civil work would be preferred. Working on Auto CAD would be consider as an  additional advantage.

Skill:                Good communication skills in Dari and English and proven management ability.

General:       Bamyan local Resident or willing to stay long in Bamyan.
