Job Descriptions:

Job Purpose:

The Logistics Advisor is responsible for leading and coordinating all supply chain, logistics, and support services for Médecins du Monde - France (MdM-F) Afghanistan, ensuring compliance with MdM policies, donor regulations (ECHO, GFFO, CDCS, etc.), and humanitarian standards. This role includes roving support to field offices (~50% of time) to strengthen capacity, harmonize practices, and ensure smooth delivery of health services.

Main Responsibilities:

• Oversee the full supply chain cycle: procurement, warehousing, fleet, asset, and distribution management.

• Ensure all procurement follows MdM  Purchasing Procedures, donor rules, and compliance requirements.

• Develop and monitor procurement plans, framework agreements, and supplier prequalification processes.

• Supervise warehouse operations, stock reconciliation, and medical storage per WHO standards.

• Manage fleet operations including preventive maintenance, movement planning, and safety protocols.

• Conduct regular field visits (50% of time) to support and train logisticians, troubleshoot issues, and ensure compliance.

• Ensure procurement and logistics files are audit-ready, transparent, and aligned with donor standards.

• Prepare monthly logistics reports: procurement, stock, fleet, assets for Coordination and HQ.

• Lead emergency preparedness and contingency supply chain planning.

• Represent MdM in coordination platforms, logistics clusters, and supplier negotiations.

• Promote environmental sustainability and ethical procurement practices across the mission.

Field Support (Roving Role):

The Logistics Advisor will dedicate 50% of working time to field offices to:
• Coach and build capacity of field logisticians.
• Monitor compliance with MdM procedures and donor rules.
• Troubleshoot procurement, fleet, and warehouse challenges.
• Support field teams in preparing audit-ready procurement and stock documentation.
• Harmonize logistics systems and ensure consistency across all bases.

Job Requirements:

University degree in logistics, supply chain, business administration, or related field.

• At least 4–7 years’ experience in humanitarian logistics, with 2+ years in management roles.

• Proven knowledge of INGO logistics systems, donor rules (ECHO, GFFO, CDCS), and compliance frameworks.

• Experience in procurement, medical supply chain, and warehouse management.

• Strong leadership, training, and team-building skills.

• Excellent negotiation, communication, and representation skills.

• Fluency in English required; knowledge of Dari/Pashto an asset.

• Willingness to travel regularly to insecure and remote areas (50% of time).
