Job Summary:

The HMIS Coordinator / Monitoring & Performance Manager oversees the implementation of standard HMIS tools and data management across all PHC and SHC health facilities in the province. The role includes supervising data collection and reporting, analyzing health facility performance, providing technical guidance, and ensuring data quality and program indicator achievement. Additionally, the position involves capacity building, training health staff, coordinating with stakeholders, and supporting management in planning, monitoring, and reporting for effective program implementation.

Technical Responsibilities

  • Ensure that all PHC and SHC Health Facilities (HFs) across the province are fully implementing the standard HMIS tools and guidelines.
  • Enter accurate and timely data into the MoPH DHIS2 database on a monthly basis.
  • Ensure the continuous availability and correct utilization of HMIS tools at all service delivery points.
  • Review and verify the accuracy, completeness, and consistency of HMIS reports submitted from all health facilities.
  • Provide technical recommendations and support to the Project Manager on HMIS-related issues and challenges.
  • Conduct regular supervision visits to the Provincial Hospital and HFs, providing structured feedback to the relevant cluster and management.
  • Monitor health facilities’ performance and provide targeted feedback to improve data quality and achievement of program indicators.
  • Analyze HMIS data from all health facilities and share the findings with the Cluster Health Management Team, relevant departments, and facility managers during regular coordination meetings.
  • Ensure the timely completion of all additional HMIS-related and program improvement activities.
  • Organize and facilitate quarterly HMIS data review meetings at the cluster level.
  • Arrange joint supervision visits with other provincial stakeholders to strengthen collaboration and mutual technical support.

Management Responsibilities

  • Provide updated and accurate information to the Project Manager and Technical Manager to support reporting to the main office and donors.
  • Plan, implement, and monitor all HMIS activities and targets in alignment with the logical framework and project proposal.
  • Ensure the timely submission of HMIS and related reports to both the organization’s main office and the Ministry of Public Health (MoPH).
  • Identify and communicate HMIS tool and supply needs of the Provincial Hospital and HFs in a timely manner to prevent shortages.
  • Conduct regular supervision visits to health facilities according to the approved monthly plan.
  • Maintain proper records, files, and documentation for all HMIS-related activities.
  • Actively participate in meetings, workshops, and training sessions as requested by management.
  • Prepare and submit monthly narrative, analytical, and supervision reports as required.
  • Ensure all health workers are regularly updated on revised PHC and SHC standards and recommendations.
  • Provide supportive supervision, mentorship, and capacity building to HF staff under the technical department, ensuring data consistency, accuracy, and Quality of Care (QQM/QQC) compliance.
  • Conduct training sessions for supervisors and health workers on HMIS procedures, data accuracy, and performance monitoring.

Training Responsibilities

  • Ensure that all initial and refresher HMIS trainings are conducted for health workers according to the standard HMIS curriculum, based on the Training Needs Assessment (TNA) and project plan, in coordination with the Training Department.
  • Ensure that all newly recruited staff receive comprehensive HMIS training prior to starting work at health facilities.
  • Facilitate training sessions for Cluster Health Management Teams (CHMTs) and other relevant staff to strengthen data verification and consistency.
  • Provide regular on-the-job training and coaching to staff on accurate data collection, reporting, and utilization.
  • Coordinate all HMIS-related trainings with the Training Unit and maintain comprehensive training records.
  • Ensure all training sessions are evaluated using appropriate assessment tools to measure learning outcomes and effectiveness.

Job Requirements:

  • Education: Master’s degree in Statistics (or a related field)
  • Experience: 10 years of experience with health data management and analysis
  • Technical Skills: Proven experience working with DHIS2 and MoPH health reporting systems.
  • Leadership: Demonstrated ability in supervision, team management, and results-oriented reporting.
  • Program Knowledge: Strong understanding of BPHS/EPHS standards and effective coordination with MoPH structures.
  • Languages: Fluency in English and Pashto and Dari, both spoken and written.
