New Consultancy and Relief Organization (NCRO) is serving the needy people, particularly returnees from the neighboring countries and internally displaced persons IDPs due to natural disasters or internal conflicts.  NCRO is a fully voluntary organization, providing assistance in water supply, sanitation, food security, nutrition, protection, shelter, infrastructure, and economic recovery to vulnerable people, irrespective of gender, race, language and location.

Job Descriptions:

Job Description: 

 

The M&E Officer will be responsible for monitoring project activities, collecting and analyzing data, and reporting on progress to ensure that project goals and objectives are achieved effectively. He/She will work closely with program teams to develop monitoring tools, track indicators, and ensure quality data management for evidence-based decision-making.

 

Duties & Responsibilities

  • Develop and implement M&E frameworks, tools, and methodologies for project activities.
  • Monitor project implementation through regular field visits, surveys, and data collection.
  • Ensure timely and accurate collection, analysis, and reporting of data against project indicators.
  • Support program staff in preparing project progress reports for donors and management.
  • Train field staff on data collection methods, reporting tools, and accountability mechanisms.
  • Ensure gender, protection, and inclusion are integrated into monitoring activities.
  • Maintain M&E databases and ensure data accuracy, confidentiality, and security.
  • Participate in needs assessments, baseline, midline, and end line surveys.
  • Collect feedback from beneficiaries, communities, and report to program teams.
  • Coordinate with other departments to strengthen organizational learning and knowledge management.
  • Perform any other duties assigned by the line manager.

Job Requirements:

Education:

  • Bachelor’s degree in Statistics, Economics, Social Sciences, or related field (Master’s preferred).

Work Experience:

  • Minimum of 3 years of experience in Monitoring & Evaluation, data management, or research with NGOs/INGOs.
  • Proven experience in designing tools, conducting surveys, and analyzing data.

 

Skills and Knowledge:

  • Strong analytical and reporting skills.
  • Knowledge of monitoring methodologies, logical frameworks, and performance indicators.
  • Good command of MS Office (Excel, Word, PowerPoint) and statistical software (SPSS, STATA, Kobo, or ODK).
  • Excellent communication, facilitation, and training skills.
  • Familiarity with humanitarian principles and NGO accountability standards.

Languages:

  • Fluency in Dari and Pashto – required.
  • English – preferred.

Other Requirements:

  • Ability to travel frequently to project sites, including rural and remote areas.
  • Strong attention to detail, accuracy, and problem-solving skills.
  • Ability to work under pressure and meet tight deadlines.
  • Commitment to organizational values, transparency, and accountability.
