Humanity Health Matters Organization (HHMO) is a national, independent, non-governmental, and non-profit organization headquartered in Kabul. HHMO works to enhance public health, WASH, livelihoods, education, and protection through community-driven, inclusive, and sustainable humanitarian interventions.
Operating across multiple provinces, HHMO partners with UN agencies, international NGOs, and donors to address urgent humanitarian needs while strengthening local resilience and empowerment — particularly for women and youth.

Purpose of the Position:

The Program Officer plays a pivotal role in ensuring that HHMO’s projects are effectively implemented, monitored, documented, and presented in line with donor requirements, humanitarian standards, and organizational strategies.
The position bridges program design, field coordination, and reporting — ensuring that HHMO’s achievements are measurable, visible, and impactful.

Program Management and Coordination:

• Support the Program Manager in developing detailed work plans, logical frameworks, and implementation schedules for ongoing and new projects.
• Coordinate with technical and field teams to ensure timely and quality execution of program activities across sectors (Health, WASH, Education, Livelihoods, and Protection).
• Track project progress and ensure adherence to donor targets, timelines, and budgets.
• Identify gaps, challenges, and opportunities to enhance project effectiveness and community impact.
• Ensure program interventions are aligned with national humanitarian priorities, cluster standards, and HHMO’s strategic plan.

Monitoring, Evaluation, Accountability and Learning (MEAL):

• Collaborate with the MEAL team to develop and update indicators, monitoring tools, and data-collection frameworks.
• Conduct regular field visits to assess progress, verify data, and capture lessons learned.
• Support post-activity evaluations, focus group discussions, and success story documentation.
• Ensure feedback and complaint mechanisms are functional and accessible to beneficiaries.
• Analyze project data to produce evidence-based recommendations for improvement.
• Contribute to after-action reviews and internal learning sessions to enhance future programming.

Reporting, Documentation, and Knowledge Management:

• Lead the preparation of monthly, quarterly, and final project reports (both narrative and quantitative) in line with donor formats.
• Draft situation updates, case studies, and field visit summaries to highlight progress and impact.
• Coordinate with the MEAL and Communications teams to produce success stories, infographics, visibility briefs, and content for donor presentations.
• Ensure that all program data, reports, and visibility materials are properly organized and stored in the HHMO information system.
• Maintain a strong focus on data accuracy, storytelling, and donor-compliant reporting.

Visibility, Presentation, and Communication:

• Work with the Communication and Program units to ensure visibility materials, banners, reports, and presentations meet donor and HHMO branding guidelines.
• Prepare and deliver program presentations, briefing notes, and donor meeting slides showcasing HHMO’s work and impact.
• Support the creation of project fact sheets, success stories, and newsletters for internal and external sharing.
• Capture high-quality photos and beneficiary quotes from the field to strengthen HHMO’s public image and donor communication.
• Represent HHMO in program-related coordination meetings, sector clusters, and donor visits when delegated.

Capacity Strengthening and Learning:

• Provide guidance to field staff on project monitoring, reporting, and visibility standards.
• Facilitate orientation or refresher sessions for field teams on program quality, MEAL tools, and humanitarian standards.
• Support internal knowledge-sharing events and ensure that best practices are captured and disseminated across HHMO projects.

Qualifications and Experience

Education:

• Bachelor’s degree in Development Studies, Public Health, Social Sciences, or a related humanitarian field (Master’s degree preferred).

Experience:

• Minimum 3–5 years of relevant experience in program management, MEAL, or humanitarian coordination with NGOs or INGOs in Afghanistan.
• Demonstrated experience in project reporting, donor compliance, visibility, and data analysis.
• Strong understanding of the Afghan humanitarian context and donor frameworks

Skills:

• Excellent writing and reporting skills in English (clear, structured, and donor-compliant).
• Proficiency in Microsoft Office (Word, Excel, PowerPoint) and data visualization
• Ability to analyze data, prepare professional presentations, and synthesize field information effectively.
• Strong interpersonal and coordination skills; ability to communicate with donors, partners, and communities.
• Fluency in English, Dari, and Pashto (written and spoken).

Reporting and Accountability:

Reports directly to the Program Director, and coordinates closely with the MEAL, Communications, and Field Implementation teams to ensure alignment and consistency across all projects.
