MSI Reproductive Choices Afghanistan (MSIA) is a branch of MSI, a global, non-profit, and non-governmental organization headquartered in London, UK, and was established in August 2002 after registration with the Government of Afghanistan. MSIA follows the local mission statement of MSI: Improve Afghan women’s health and well-being so that they can, in turn, build strong, healthy families. Our vision is to be the organization that Afghan women seek out for high-quality, client-centered health care provided by women, for women.

We focus on reducing maternal mortality by providing quality and sustainable maternal-child health (MCH) and reproductive health (RH) services and information in 17 provinces of Afghanistan, namely Kabul, Balkh, Herat, Jawzjan Faryab, Nangarhar, Helmand, Kandahar, Baghlan, Kunduz, Badakhshan, Takhar, Samangan, Kapisa, Khost, Paktia, and Daikundi, in coordination with the Ministry of Public Health (MoPH) of Afghanistan. 

MSIA strives to enhance women's health outcomes in the aforementioned provinces by delivering vital reproductive and maternal-child health services through multiple channels such as centers, outreaches, the private sector, and MS Ladies (Family Health Houses).

Job Descriptions:

Key Responsibilities:

Provide excellent leadership oversight to a small team of accountants motivating them to unlock their best performance and effort in service of MSIA’s goals. Specifically

  • Promoting the organization’s vision and objectives and  ensuring high standards in recruitment, selection, induction, and adherence to MSI policies. 
  • Building team capacity to deliver excellence
  • Clarity regarding roles and responsibilities, boundaries and connections across the whole programme
  • A culture of high performance through creating a culture of accountability for the delivery of excellent performance

CORE FINANCIAL ACCOUNTING FUNCTIONS

Ensures that financial planning, accounting, analysis and reporting of all the organisations economic activity is accurate, compliant with regulation and on time. Specifically

  • Contributing to the development of the country program's business plan with financial forecasting and budgeting.
  • Ensuring accuracy and compliance in recording financial transactions, including voucher verification, payroll processing, and bank reconciliations.
  • Preparing and submitting regular financial reports across project and other cost centres, including donors, headquarters, and government authorities.
  • Monitoring cash balances and requesting funds as needed.
  • Maintaining accurate records of debtors, creditors, and employees, as well as fixed assets and inventory.
  • Reconciling financial transactions between the local office and headquarters.

COMPLIANCE AND CONTROL FUNCTIONS

Ensures that controls are in place and in use to safeguard assets and meet all regulatory requirements. Specifically

  • Prepare and submit AITR and MOE half year reports on time to FD
  • Ensures segregation of duties between accountants and accounts payable
  • Ensure that the supporting documents for transactions are compliant with approved policies
  • Preparing additional financial reports for government authorities if required

Job Requirements:

KNOWLEDGE/QUALIFICATIONS:

  • Bachelor’s degree in business, Finance, Accounting related subjects.
  • Minimum 7 years of experience in which 3 years in Senior role in international NGOs or Financial Advisory Firm or Audit Firm.
  • Master’s degree
  • Part Qualified in ACCA/CPA/CIMA. In addition to the essential criteria
