About DHSA/The Killid Group:

Development and Humanitarian Services for Afghanistan (DHSA) established in 1992, the mission of DHSA is to redefine development in Afghanistan by promoting a dynamic and capable civil society as a means to foster local ownership of development, dignity and a peaceful & sustainable future for all Afghans.

Throughout the 1990’s, DHSA focused primarily on drawing strength from local knowledge and traditional relationships to fill gaps, caused by a weak national government and absence of public services. During this time, DHSA focused on activities such as water sanitation and irrigation, education, food assistance to drought affected populations, and rural rehabilitation, matching local know-how with the financial and political support from international aid agencies and donors such as EC, USAID, WFP, WHO, the UN, Canada fund/Care International and Novib.

The political changes brought by the Bonn Agreement in 2001 allowed DHSA to add development of civil society in Afghanistan – through its media, education and various community development projects – to its portfolio, in addition to humanitarian assistance.

To achieve its mission, DHSA presently operates five activities:

Job Descriptions:

Finance and Accounting

  • Support the Finance Manager in the day-to-day operations of the Kabul finance office to ensure timely and accurate financial transactions.
  • Oversee the preparation and entry of financial data, including journal entries, vouchers, and receipts in QuickBooks, ensuring accuracy and completeness.
  • Review field office financial reports and documentation, providing feedback and technical support to improve compliance and accuracy.
  • Monitor expenditures and income to ensure all transactions are recorded in line with DHSA financial policies and donor requirements.
  • Ensure that all supporting documents are properly filed, stamped, and maintained for internal and external audit purposes.
  • Prepare and process tax-related documents, ensuring compliance with national tax laws and regulations.
  • Assist in organizing and facilitating finance staff capacity-building sessions, including training on financial reporting, accounting standards, and audit preparation.
  • Coordinate with program and project teams to ensure timely submission of financial data and support reconciliation processes.
  • Review provincial office fund requests and liquidation reports before submission to the Finance Manager for final approval.
  • Provide technical assistance to provincial finance staff to strengthen internal controls and improve financial reporting.

 

Budgeting and Financial Planning

  • Assist in preparing and reviewing project and organizational budgets in coordination with the Finance Manager and relevant departments.
  • Monitor budget utilization across programs, alerting the Finance Manager to any risks of over- or under-spending.
  • Prepare monthly expenditure summaries and projections to support decision-making and cash flow planning.
  • Support the preparation of financial forecasts, ensuring expenditure remains within approved budget limits.
  • Track funding disbursements and spending patterns, ensuring consistency with donor agreements and organizational procedures.
  • Help maintain an updated overview of financial commitments and budgetary status across projects.

 

Reporting and Audits

  • Assist in preparing periodic financial reports (monthly, quarterly, semi-annual, and annual) for management and donors.
  • Reconcile accounts regularly, ensuring accuracy between ledger balances, bank statements, and field reports.
  • Support the Finance Manager during internal and external audits by providing necessary documentation and explanations.
  • Review project-level financial reports before submission to ensure accuracy, consistency, and compliance with donor formats.
  • Maintain updated and well-organized financial records to facilitate smooth audit processes.

 

Coordination and Support Services

  • Coordinate with administrative and logistics units to ensure smooth financial operations related to procurement and payments.
  • Conduct field visits to verify financial procedures, monitor documentation, and provide on-site support to field accountants.
  • Contribute to cost analysis and financial assessments for new project proposals.
  • Support the Finance Manager in identifying financial risks and proposing mitigation measures.
  • Ensure confidentiality and integrity in handling financial data and information.

Perform any other finance-related tasks as assigned by the Finance Manager or senior management.

Job Requirements:

Bachelor in banking/finance or Accounting, with 4-5 years experience.
