Background
WASSA (Women Activities and Social Service Association) is a national non-governmental organization committed to empowering Afghan communities through humanitarian, protection, health, and livelihood initiatives. WASSA is going to start a new Health and Nutrition Project under the Afghanistan Humanitarian Fund (AHF), targeting vulnerable populations in Herat and Farah provinces through the provision of essential primary health and nutrition services.
Main Duties and Responsibilities
Project Implementation and Management
- Lead, plan, and manage all health and nutrition project activities to ensure timely, quality, and compliant implementation according to the AHF and MoPH guidelines.
- Oversee the operation of supported 5 health facilities (BHCs) and community-based health and nutrition services.
- Ensure project objectives, indicators, and outputs are achieved within the approved timeframe and budget.
- Conduct regular field visits to monitor service delivery, staff performance, and beneficiary satisfaction.
- Coordinate closely with MoPH, AHF/OCHA, Nutrition and Health Clusters, and other relevant partners to ensure alignment with national priorities and standards.
- Ensure the integration of cross-cutting themes including Gender, Disability Inclusion, PSEA, AAP, and Mental Health (MHPSS).
Technical Oversight and Quality Assurance
- Provide technical guidance and supervision to medical and nutrition staff including doctors, nurses, midwives, nutrition officers, and CHWs.
- Ensure adherence to BPHS standards, and Health and nutrition cluster guidelines, rational drug use, infection prevention and control (IPC), and quality assurance measures.
- Support implementation of outreach activities, referrals, and emergency preparedness at the community level.
- Work closely with MEAL and HMIS teams to ensure high-quality data collection, reporting, and performance monitoring.
- Lead regular data reviews and utilize results to improve program quality and decision-making.
Staff Management and Capacity Building
- Supervise and support all health and nutrition field teams; ensure clear objectives, accountability, and performance appraisals.
- Identify training needs and develop capacity-building plans for health staff in coordination with technical units.
- Promote a supportive, respectful, and gender-sensitive work environment.
Coordination and Representation
- Represent WASSA in health and nutrition coordination meetings at provincial and regional levels.
- Maintain strong collaboration with Provincial Public Health Directorate (PPHD), Nutrition Cluster, and community health councils.
- Facilitate coordination with other sectors (protection, WASH, and livelihoods) to strengthen integrated responses.
Financial, Logistics, and Reporting
- Monitor and manage project budget lines in close coordination with the Finance and Logistics departments.
- Ensure efficient and transparent use of project resources and adherence to donor and WASSA financial policies.
- Lead the development of monthly, quarterly, and final progress reports, ensuring timely submission to management, donors, and clusters.
- Prepare and update procurement plans and follow up on timely delivery of supplies and medicines.
