Job Descriptions:

The Capacity Development Officer is responsible for assessing training needs, planning and implementing capacity-building activities, and ensuring high-quality training delivery at the provincial level. The role includes coordinating with project and technical teams, managing training budgets, developing training materials, supervising trainers, and documenting all training outcomes. The officer maintains accurate training data, prepares regular reports, engages with stakeholders, and represents the organization in capacity-building meetings and workshops. They must uphold safeguarding and ethical standards, maintain professionalism, and perform additional tasks as assigned.

Duties & Responsibilities:

  • Leading, Organizing, implementing and evaluating internal and external training at provincial level according MHCO policies.
  •  Conduct a capacity needs assessment (TNA) and communicate report to Project Manager.
  • Based on findings from the capacity needs assessment, develop a capacity development plan and ensure its timely implementation.
  • Work with Senior Officers and Monitoring and Evaluation Officer to identify and propose priority training and capacity sessions staff and stakeholders.
  • Effectively manage all budget items related to trainings and capacity buildings to ensure spending is timely and in accordance with donor requirements.
  • Prepare activity and training reports for review by technical manager and submission to project Manager for approval.
  • Work closely with project and technical managers to develop and review appropriate training materials, guidance, and procedures for conducting trainings.
  • Coordinate with appropriate stakeholders in all aspects of project planning, monitoring, and implementation for all capacity building activities.
  • Identify and support local trainers or organizations that can provide follow-up and support following training workshops to address ongoing training needs.
  • Write project reports, document results achieved, and share best practices for training and capacity building.
  • Entry daily base/training base data to database and share it with the project manager.
  • Shall be able to travel to different district as per the project timeline.
  • Represent of MHCO in all capacity development activities, coordination meetings and workshop in provincial level.
  • Ensure compliance with MHCO safeguarding, child protection, and PSEA policies.
  • Report any safeguarding or misconduct concerns following MHCO procedures.
  • Maintain high standards of professionalism, confidentiality, and ethical behavior.
  • Report daily progress to project manager.
  • Perform other tasks as assigned by supervisor.

Job Requirements:

  • MD (Medical Doctor), Public Health, or related health qualification.
  • Master’s in Public Health or capacity development is an asset.
  • Minimum 4–5 years of experience in health development programming.
  • Experience in BPHS/EPHS implementation or humanitarian health projects preferred.
  • Strong capacity development knowledge (TNA, Training Plans, Training database and reporting).
  • Experience in capacity building and supervision.
  • Data analysis and reporting skills.
  • Knowledge of MoPH policies, HMIS, and project Development.
  • Strong communication, coordination, and problem-solving skills.
  • Fluency in Dari and Pashto; good command of English (written & spoken).
  • Proficiency in MS Office, especially Excel.
