Organization Background

New Consultancy and Relief Organization (NCRO) is a national humanitarian and development organization working in Afghanistan to support vulnerable communities affected by conflict, displacement, poverty, and natural disasters. NCRO implements integrated programs across food security and livelihoods, WASH, shelter, education, nutrition, protection, and emergency response. The organization works in close coordination with government authorities, UN agencies, INGOs, and local partners, with a strong focus on accountability, community engagement, and sustainable impact.

Job Descriptions:

Programme Leadership and Quality

  • Provide strategic direction for all NCRO programs across sectors.
  • Ensure program design, implementation, monitoring, and reporting meet donor and organizational standards.
  • Lead development of concept notes, proposals, logframes, and budgets.
  • Strengthen results-based management, learning, and accountability systems.

Partnership Development and Management

  • Build and maintain strong partnerships with UN agencies, INGOs, NGOs, donors, and government counterparts.
  • Represent NCRO in coordination forums, clusters, and strategic platforms.
  • Negotiate and manage partnership agreements, MoUs, and consortium arrangements.

 

 

Fund Mobilization and Donor Engagement

  • Lead resource mobilization strategy and donor mapping.
  • Identify funding opportunities and coordinate timely submissions.
  • Maintain donor relationships and support donor compliance and reporting.
  • Contribute to organizational sustainability and diversification of funding sources.

Leadership and Management

  • Provide technical guidance and mentoring to programme and grants teams.
  • Support staff capacity building in proposal writing, donor compliance, and programme quality.
  • Work closely with senior management to align programmes with NCRO’s strategic plan.

Job Requirements:

Skills and Education

Education

  • Master’s degree in Development Studies, International Relations, Finance/Accounting Social Sciences, Economics, Public Policy, or a related field.

Experience

  • Minimum 10 years of progressive experience in humanitarian and development programs.
  • Proven experience in senior programme management and fund mobilization roles.
  • Strong track record of securing funding from UN agencies, bilateral donors, and international NGOs.
  • Experience working in Afghanistan or similar fragile contexts is highly desirable.

Skills

  • Excellent proposal writing and analytical skills.
  • Strong understanding of donor rules, compliance, and reporting requirements.
  • Ability to manage multiple priorities under pressure.
  • Strong leadership, coordination, and negotiation skills.
  • Fluency in English is required. Knowledge of Dari and Pashto is an asset.
