Terre des hommes, founded in 1960, is an independent, neutral and impartial Swiss organisation committed to bringing meaningful and lasting change to the lives of children and youth, especially to those most exposed to risks. We strive to improve their well-being and ensure the effective application of their rights as defined by the Convention on the Rights of the Child and other relevant human rights instruments. To make a difference, we focus on the areas of maternal and child health, children and youth migration, and access to justice. We aim to empower children and youth through active participation. Tdh has been providing humanitarian assistance in Afghanistan for over 30 years, since 1995, and currently manages multiple projects in Kabul, Nangarhar, Kunar, and Balkh with an outlook for geographic expansion. Our interventions incorporated a multi-sectoral programme of protection, health, nutrition, food security, and livelihood, while maintaining the cross-cutting themes of child protection and WASH. Tdh’s programming approach maintains agility and flexibility to enable it to mobilise a response to emergencies that occur in this dynamic operating environment, including natural disasters and waves of displacement. The Country office is located in Kabul, supported by a coordination office in Jalalabad and several project offices in other provinces.
Tdh programming is context sensitive and guided by humanitarian principles and ‘do not harm’. All staff and beneficiaries are sensitised on the prevention of sexual exploitation and abuse (PSEA) and safeguarding.
Key Responsibilities
Procurement
• Incorporate and implement project and annual procurement plans aligned with program needs.
• Ensure compliance with donor regulations and NGO procurement policies.
• Incorporate in the tendering processes: ITB, RFQs, RFPs, bid evaluations, and contract negotiations.
• Ensure compliance with donor procurement rules (EU, UN, and ECHO) and INGO policies.
• Conduct proper market assessments and maintain updated vendor databases.
• Prepare procurement reports to Sr. Logistics and maintain accurate records for audits.
• Monitor supplier performance and manage vendor relationships.
• Maintain vendor database regularly and monitor supplier performance.
Logistics
• Supervise and support the stock in charge in managing stock and inventory control receipt, storage setup, dispatch, and stock reconciliation reporting.
• Ensure timely delivery of goods and services to project sites.
• Coordinate customs clearance and import/export documentation when required.
Fleet Management
• Supervise organization vehicles and drivers, ensuring safe and efficient use.
• Supervise project rental vehicles, ensuring safe and efficient use.
• Develop and monitor vehicle maintenance schedules.
• Track fuel consumption, mileage, and usage logs to prevent misuse.
• Implement fleet safety protocols and driver training.
• Prepare monthly fleet management reports
Stock & Asset Management
• Supervise inventory records and regular stock counts.
• Supervise asset tagging, tracking, and disposal procedures.
• Spot check to ensure accountability and transparency in stock movements.
• Supervise monthly stock and asset reports for management and donors.
Transportation & Distribution
• Ensure compliance with safety and security standards during transport.
• Ensure drivers comply with organizational policies, traffic regulations, and safety standards.
• Develop duty rosters for drivers and monitor attendance.
• Plan and coordinate transportation of goods and staff across project sites.
• Plan and coordinate weekly movements.
• Supervise and schedule drivers to ensure timely and safe transportation of staff and goods.
• Monitor vehicle usage, fuel consumption, and maintenance records.
• Maintain updated fleet documentation (licenses, logbooks...etc.).
• Optimize routes and schedules to reduce costs and improve efficiency.
• Manage third-party transport providers when needed.
Security Support
• Coordinate with security colleagues in supervision of guards to ensure proper security coverage of office premises and assets.
• Coordinate with security colleagues in develop duty rosters for guards and monitor attendance.
• Coordinate in reporting any security incidents to management and recommend preventive measures.
IT Skills and Support
• Provide IT support to staff when needed.
• Troubleshoot hardware and software issues in coordination with service providers.
• Ensure proper maintenance of office IT equipment.
• Assist with managing user accounts, email systems, and data backups.
Supply Chain Coordination
• Work closely with program teams to forecast supply chain needs.
• Develop contingency plans for supply chain disruptions.
• Liaise with suppliers, and partner NGOs.
• Train staff on supply chain policies, compliance, and best practices.
Compliance & Risk Management
• Ensure adherence to ethical procurement and anti-fraud standards.
• Ensure handling emergencies, and on time action with professional and technical advisory.
• Support external audits with complete documentation.
• Identify risks in procurement, logistics, and fleet operations, and propose mitigation measures.
Others:
• Perform any other tasks as may be requested by the line manager.
Specific knowledge
• Bachelor’s degree in BBA, operations management, or a relevant subject.
• At least 5 years of prior experience in supply chain with International NGOs.
• Excellent written and speaking Pashtu and Dari, with good knowledge of correspondence and formal letters.
• Fluency in oral and written communication in English, plus having good representation, liaising, and negotiation skills.
Skills:
• Must have good report-writing skills and be able to provide an accurate report on a monthly basis
• Computer and familiarity with Microsoft Office (Word, PowerPoint presentations, Excel spreadsheets, ERP, and Power BI)

Education :
