Job Descriptions:

The Welfare Association for the Development of Afghanistan -WADAN,is implementing a Primary Health Care (PHC) project in Helmand province aimed at improving primary healthcare, immunization, reproductive health, and emergency response services.

The HMIS / Data Management Assistant will support the effective collection, compilation, verification, entry, and reporting of health data from the assigned health facilities. The position will work under the supervision of the HMIS/Data Management Officer and project coordinator/ Supervisor to ensure compliance with national HMIS standards, donor requirements, and WADAN policies.

Key Duties and Responsibilities

  • Support the systematic and timely collection of routine health data from respective health facilities using approved HMIS tools (registers, tally sheets, reporting formats, and electronic systems such as DHIS2 and Kobo).
  • Assist in the compilation, review, and verification of monthly HMIS reports to ensure completeness, accuracy, and consistency before submission.
  • Enter health data accurately into electronic databases and systems in line with reporting timelines and direct guidance of the HMIS Officer.
  • Maintain and organize soft and hard copies of HMIS data, including registers, reports, databases, and backup files, according to WADAN filing and data management procedures.
  • Update and maintain tracking tools, spreadsheets, and simple databases (e.g., Excel) for indicators, reporting status, and facility performance.
  • Support basic data analysis, including identification of missing data, inconsistencies, and reporting gaps, and report findings to the HMIS Officer and Project supervisor.
  • Assist in the preparation of summary tables, charts, and simple dashboards for internal reporting and review meetings.
  • Participate in routine data quality checks and Data Quality Assessments (DQAs) under supervision.
  • Provide feedback to health facility staff on reporting errors or gaps and support corrective actions as directed.
  • Support on-the-job orientation and guidance for facility staff on HMIS tools, reporting formats, and timelines.
  • Coordinate closely with health facility team, EPI and / project supervisors to ensure smooth data flow and timely reporting.
  • Participate in coordination, review, and planning meetings as required.
  • Ensure confidentiality and secure handling of health data and records at all times.
  • Ensure compliance with donor requirements, national HMIS guidelines, and WADAN policies.
  • Maintain proper and accurate data/ documentation of data sources, submissions, and revisions to support data validation and reviews.
  • Perform any other HMIS or data-related tasks assigned by the supervisor in line with organizational needs.

Safeguarding, PSEA, and Compliance

  • WADAN has zero-tolerance policy toward sexual exploitation, abuse, and harassment, in line with UN standards.
  • Support the implementation of Protection from Sexual Exploitation and Abuse (PSEA), Child Safeguarding, and Accountability to Affected Populations (AAP) principles across project activities.
  • Adhere to WADAN policies, WHO requirements, and codes of conduct.
  • Report any safeguarding concerns in line with established procedures.

Job Requirements:

Qualifications and Experience

  • Bachelor’s degree in, Information Management, Public Health, Statistics, or a related field with relevant experience).
  • Minimum 2–3 years of experience in HMIS, data entry, data management, or health information systems (NGO or public health experience preferred).
  • Knowledge of national HMIS tools and reporting systems.
  • Proficiency in MS Excel and data management software (experience with DHIS2 and Kobo).
  • Experience working with NGOs or donor-funded health projects is desirable.
