About Youth Assembly for Afghanistan Rehabilitation (YAAR):

The Youth’s Assembly for Afghanistan Rehabilitation (YAAR) is a national, non-governmental, and non-profit organization founded in 1994, register no. 157, to deliver humanitarian assistance and support Afghanistan’s long-term recovery. Over the last three decades, YAAR has grown into a capable and community-focused organization with experience working in more than 17 provinces  and implemented multisectoral projects in partnership with UN agencies, INGOs, embassies, and local institutions.

Job Descriptions:

Works under the responsibility of Admin officer in the provincial office Ghazni. The primary purpose of the position is to serve as the key liaison between the provincial office, health facilities, community stakeholders, Provincial Health Directorate (PHD), Ministry of Public Health (MoPH), and other partners for the Basic Package of Health Services (BPHS) project, ensuring smooth coordination, communication, administrative support, and compliance with BPHS requirements.

Specific Responsibilities:

  • To act as the main point of contact and liaison for all BPHS project administrative, coordination, and communication matters between YAAR provincial office, health facilities, PHD, MoPH, and partners.
  • To assist the YAAR management team in liaison-related issues at the provincial level, including coordination of BPHS meetings, joint supervisions, and stakeholder engagements.
  • To make sure all project staff, facility in-charges, and partners are aware of YAAR administrative guidelines, BPHS coordination protocols, and MoPH communication standards.
  • To update staff and facility focal points with new national documents, BPHS guidelines, MoPH circulars, and administrative procedures.
  • To ensure timely sharing of BPHS reports, data, and administrative documents between provincial office, health facilities, and Kabul HQ.
  • To facilitate and organize provincial-level BPHS coordination meetings, workshops, joint supervision visits, and stakeholder forums.
  • To coordinate administrative support for BPHS activities, including travel arrangements, venue booking, logistics for meetings, and document distribution.
  • To identify, solve, or refer coordination, communication, or administrative problems with related departments, PHD, or partners as required.
  • To improve liaison and referral links for administrative and programmatic matters between provincial office, health facilities (HP, SC, BHC, CHC, Hospital), and community shuras.
  • To train and support facility focal points and staff on administrative liaison procedures, reporting formats, and BPHS coordination requirements.
  • To participate actively in BPHS-related workshops, coordination meetings, PHD forums, and partner engagements at provincial or national level.
  • To evaluate liaison and coordination needs and look for opportunities for building capacity at facility or provincial level.
  • To conduct monthly liaison meetings with facility in-charges, PHD representatives, or BPHS focal points to share information, problems, needs, and find possible solutions.
  • To supervise and monitor BPHS coordination activities and administrative compliance based on YAAR and BPHS standards as a member of the supervision team.
  • To analyze liaison data (meeting minutes, communication logs, coordination reports) and provide monthly reports of activities.
  • To carry out any other duties and responsibilities assigned by your supervisor.
  • Perform any other required project-related tasks.

Job Requirements:

  1. At least 3 years of proven experience in the field (experience in NGO or INGO preferred, especially in BPHS/HER projects, coordination, or liaison roles).
  2. Bachelor’s degree in business administration, Public Administration, Management, or related field (Diploma accepted with strong relevant experience).
  3. Strong communication skills; fluent in English, Pashto, and Dari with excellent speaking and writing skills.
  4. Proficient computing skills – word processing, spreadsheet design and presentations.
  5. Efficiency, result-oriented, and excellent management capabilities; ability of problem-solving and conflict resolution; capacity to perform effectively under pressure and harsh conditions; ability to handle confidential and politically sensitive issues responsibly and maturely; excellent capacity development and teamwork skills; cross-cultural and gender sensitivity; ability to travel throughout the province; respect the confidentiality of the organization.
