About Youth Assembly for Afghanistan Rehabilitation (YAAR):

The Youth’s Assembly for Afghanistan Rehabilitation (YAAR) is a non-governmental, non-political, and not-for-profit organization established in 1994 to support the rehabilitation and development of Afghanistan. YAAR works across multiple sectors including protection, WASH, health, education, women’s empowerment, and emergency response.

Job Descriptions:

Job Purpose

The RH Officer (Main Office) is responsible for overall technical oversight, coordination, supervision, and quality assurance of Reproductive Health (RH) activities implemented in project site. The position ensures that RH services are delivered according to national MoPH guidelines and donor requirements while maintaining high-quality service standards across supported health facilities.

 

Specific Responsibilities:

1. Technical Oversight & Supervision

  • Provide overall technical leadership for RH activities.
  • Conduct regular supervisory visits to Project site.
  • Ensure compliance with MoPH national RH guidelines and protocols.
  • Provide remote technical support to field-based RH officers and facility staff.
  • Support management of obstetric and neonatal emergency services.

2. Program Planning & Implementation

  • Develop and review RH work plans.
  • Ensure timely and effective implementation of RH activities.
  • Support integration of: Antenatal Care (ANC), Postnatal Care (PNC), Family Planning (FP), Safe Delivery Services, Basic & Comprehensive Emergency Obstetric and Newborn Care (BEmONC/CEmONC).

3. Quality Assurance

  • Monitor quality of RH services across all supported facilities.
  • Review RH indicators and performance trends.
  • Identify service gaps and propose corrective action plans.
  • Ensure availability of essential RH drugs, equipment, and supplies.

4. Reporting & Data Management

  • Review and validate RH data from HFs.
  • Ensure accurate and timely submission of reports to donors and authorities.
  • Coordinate with M&E team for data analysis and improvement plans.
  • Prepare monthly, quarterly, and annual technical reports.

5. Coordination & Representation

  • Coordinate with: Ministry of Public Health (MoPH), UN agencies and partners (e.g., UNICEF, World Health Organization, UNFPA)
  • Represent the organization in provincial and national RH technical meetings.

6. Capacity Building

  • Organize and facilitate RH-related trainings.
  • Provide mentorship and on-the-job coaching to field staff.
  • Support performance improvement plans for underperforming facilities.

Job Requirements:

Qualifications and Requirements

  • Medical Doctor (MD) Gyn Specialist is preferred.
  • Minimum 4–5 years of experience in RH program management.
  • Experience with BPHS/EPHS or donor-funded health projects.
  • Strong knowledge of Afghanistan MoPH RH policies.
  • Excellent reporting and coordination skills.
