Job Descriptions:

CICA is seeking a qualified and experienced HR Officer to support the Country Office in Kabul. The HR Officer will be responsible for managing human resources functions including recruitment, personnel administration, staff records, performance management, compliance with Afghan labor law, and donor HR requirements.

The position requires strong organizational skills, confidentiality, integrity, and the ability to support field teams in multiple provinces.


Key Responsibilities

1. Recruitment & Staffing

  • Manage full recruitment cycle (advertisement, shortlisting, interviews, reference checks).
  • Prepare employment contracts, amendments, and staff onboarding documentation.
  • Ensure transparent and merit-based recruitment in line with CICA HR policies.

2. Personnel Administration

  • Maintain updated staff files (hard & soft copies).
  • Manage leave tracking, attendance records, and timesheets.
  • Support payroll preparation and ensure accurate HR documentation.
  • Maintain HR database and staff tracking system.

3. Performance Management

  • Support implementation of performance appraisal system.
  • Track probation reviews and contract renewals.
  • Coordinate staff development and capacity-building initiatives.

4. Compliance & Policies

  • Ensure compliance with Afghan Labor Law and donor regulations.
  • Support implementation of HR Manual, Code of Conduct, PSEA, Safeguarding, and Anti-Harassment policies.
  • Maintain confidentiality of personnel information.

5. Staff Relations & Support

  • Serve as focal point for staff HR-related inquiries.
  • Support grievance handling procedures.
  • Promote a positive, inclusive, and professional working environment.

Job Requirements:

  • Bachelor’s degree in Human Resources, Business Administration, Management, or related field.
  • Minimum 3 years of HR experience, preferably with national or international NGOs.
  • Strong knowledge of Afghan Labor Law.
  • Experience in donor-funded projects (UNICEF, AHF, UN, etc.) is an advantage.
  • Strong organizational and communication skills.
  • Proficiency in MS Office (Excel, Word, Outlook).
  • Fluency in English, Dari, and/or Pashto.
