Job Description

To ensure that all project activities are implemented in compliance with environmental and social safeguard standards by integrating the Environmental and Social Management Framework (ESMF), monitoring environmental and social impacts, promoting occupational health and safety practices, and coordinating with stakeholders to protect communities and the environment throughout the project lifecycle.

  • The ESS Officer is responsible for the following tasks, but are not limited to:
  • To act to mainstream ESMF into project operations
  • To identify the potential environment and social safeguards issues in accordance with the relevant the Donor safeguard policies and procedures.
  • Coordinating environmental and social commitments and initiatives with relevant government and non- government agencies.
  • Coordination of all social and environmental activities through-out the project cycle from conceptualization to operation and maintenance.
  • Monitor ESMF implementation across all stages of project implementation.
  • Following up to expedite environmental clearances and in case of new construction to ensure the required land is free of any squatters, encroachers other claims and encumbrances.
  • Develop safeguards reporting formats and maintaining environmental and social records including land acquisition documentation on established formats.
  • Develop procedures and guidelines on Environmental and Safeguard for Check Dam construction in accordance with safety and hygiene principles to reduce the vulnerabilities of the boarders to some viral and contagious diseases.
  • Help contractors to understand and implement the concept of Occupational Health and Safety issues at their working environment.
  • Create an Occupational Health and Safety system for the contractors.
  • Guide Staff, Labors, and others on how to keep environment neat and clean.
  • Assess the potential adverse E&S impacts for how to avoid, minimize or mitigate them.
  • Develop an initial Environmental and Social screening system to be used for Check Dam construction in the site.
  • Help the project to mainstream the ESMF in the project life cycle, e.g., monthly/quarterly meetings whichever is the case, M&E, reporting system of the project, supervision mission by the project leadership.
  • Assist the contractor(s) on managing any disputes and claims that may arise during project implementation.
  • Organize/conduct consultations meetings with all stakeholders.
  • Integration of environmental, social and safety measures into contract document.
  • Conducting periodic site inspection.
  • Assisting Project Manager in reporting to the doner on status of ESMP implementation.
  • Maintaining necessary environmental and social records and assisting Project.
  • Perform other related duties as required.

Job Requirements

· BSc in social, environmental science, civil engineering, or related field.

· At least 4-years of relevant experince in national or international INGOs.

· Ability to use computers and have knowledge of MS Office package.

· Familiar with the project management cycle, supervision, and monitoring of the works.

· Ability to work independently and with minimal guidance and lead and guide others.

· Excellent cross-cultural skills, and ability to work in a diverse, multicultural NGO environment, with respect and professionalism.

· Experience in project logistics and administration.

· Strong technical knowledge.

· Excellent communication skills.

· Excellent knowledge of English and National language (Pashto and Dari) both spoken and written skills.
