Job Description

The Finance and Administration Manager is responsible for providing strategic leadership and direction for the financial and administrative operations of the organization. The position ensures sound financial management, transparency, compliance with donor and organizational policies, and effective use of resources. The Finance/Admin Manager oversees budgeting, financial reporting, audits, logistics, and general administration to support the smooth operation of all programs and offices.

Duties & Responsibilities:

  • Lead, manage, and oversee all financial activities including budgeting, forecasting, accounting, and financial reporting.
  • Develop and maintain financial policies, procedures, and systems in compliance with donor regulations and organizational standards.
  • Monitor cash flow, manage bank accounts, and ensure adequate liquidity for program operations.
  • Ensure all financial transactions are properly recorded, classified, and approved in accordance with internal controls.
  • Prepare monthly, quarterly, and annual financial reports for management and donors.
  • Lead the preparation of annual budgets and ensure proper budgetary control and monitoring.
  • Coordinate and support internal and external financial audits.
  • Manage grant financial reporting and ensure compliance with donor rules and regulations
  • Ensure compliance with organizational, donor, and government regulations, including tax laws and labor laws.
  • Maintain high ethical standards and financial integrity across all departments.
  • Promote accountability and transparency in all financial and administrative functions.
  • Oversee administrative operations including procurement, logistics, fleet management, and office management.
  • Ensure that office premises, equipment, and assets are properly managed, maintained, and inventoried.
  • Supervise procurement processes to ensure transparency, cost-effectiveness, and compliance with policies.
  • Ensure that administrative and financial systems support effective program delivery.
  • Lead risk management and ensure internal control mechanisms are in place and functioning.
  • Manage and oversee the financial operations of the BPHS project.
  • Prepare and monitor project budgets and financial plans.
  • Ensure proper financial documentation and record keeping.
  • Review and approve payment vouchers, financial reports, and expenditures.
  • Ensure compliance with donor and organizational financial policies.
  • Supervise payroll preparation and salary payments for staff.
  • Coordinate with auditors and support internal and external audits.
  • Any other task assgined by the line supervsior

Job Requirements

  • Bachelor’s degree in Finance or Accounting with 7–8 years of relevant experience, preferably in BPHS projects.
  • Master’s degree in Finance or Accounting with 6–8 years of experience in BPHS or other health-related projects will be considered an advantage
  • Professional certification (CPA, ACCA, or CA) is an advantage.
  • Strong knowledge of financial management software (QuickBooks, SAP, ERP systems).
  • Excellent knowledge of donor regulations.
  • Strong analytical, problem-solving, and strategic thinking skills.
  • Proven ability to manage and motivate multidisciplinary teams.
  • Excellent communication skills in English and local languages (Pashto and Dari).
  • Strong computer literacy (MS Excel, Word, PowerPoint, Outlook
