Resilience, Environment, and Humanitarian Aid (REHA) is a national NGO registered with the Afghan Ministry of Economy, specializing in environmental protection, climate change, disaster risk reduction, and cross-cutting areas such as agriculture, livelihood support, and humanitarian assistance. Job Description

Objective of the Assignment

The objective of this assignment is to engage four qualified Master Trainers who will, after receiving advanced training, deliver standardized, practical, and context-specific disaster preparedness training to ANDMA-supported volunteer groups, ensuring effective knowledge transfer and strengthening local response capacities.

Scope of Work

The Master Trainers will work under the technical guidance of the Lead Expert/Consultant and REHA project team. Their responsibilities will include:

  • Participate in the advanced Training of Trainers conducted by the Lead Expert/Consultant
  • Acquire technical knowledge, facilitation skills, and understanding of training methodologies
  • Review and familiarize themselves with the developed curriculum, training materials, and tools
  • Plan and organize ToT sessions in coordination with REHA and ANDMA to volunteer groups
  • Deliver standardized, medium- to low-level technical training to volunteer groups
  • Facilitate participatory sessions, group work, and practical simulations  
  • Adapt delivery to local context and participant needs while maintaining curriculum standards
  • Conduct pre- and post-training assessments
  • Document training sessions and submit reports

Key Deliverables

The Master Trainers will be engaged on a 5-month regular based contract. Payment will be made on regular monthly basis.

Deliverable 1: Completion of Advanced ToT Training

  • Active participation in the advanced training
  • Demonstrated understanding of curriculum and facilitation methods
    Timeline: As per training schedule

Deliverable 2: Training Implementation Plans

  • Training plans for assigned provinces (Kabul, Balkh, Kandahar)
  • Session schedules and logistical coordination inputs
  • Translation of all training material into local languages.
    Timeline: Within 5 days after completion of advanced training

Deliverable 3: Delivery of ToT Sessions

  • Facilitation of multiple 9-day ToT training sessions for ANDMA volunteer groups with travels to Balk and Kandahar provinces.
  • Delivery of simplified, practical, and context-specific content based on the developed curriculum
  • Facilitation of exercises including:
    • Basic early warning and preparedness planning
    • Basic first aid and emergency response
    • Community-level search and rescue (introductory level)
    • Risk communication and awareness messaging
    • Basic disaster assessment and reporting
      Timeline: As per agreed implementation schedule

 

Deliverable 4: Training Reports and Documentation

  • Submission of training reports for each session, including:
    • Attendance records (gender-disaggregated)
    • Pre- and post-assessment results
    • Summary of activities and key outcomes
    • Challenges and recommendations
      Timeline: Within 3 days after each training session

Deliverable 5: Final Assignment Report

  • Consolidated report summarizing all trainings conducted
  • Lessons learned and recommendations for future capacity building
    Timeline: At the end of assignment

Job Requirements

  • Bachelor’s degree (Master’s preferred) in Disaster Risk Management, Environmental Science, Geosciences, GIS, Engineering, or related field.
  • Minimum 3–5 years of experience in training, facilitation, or community-based disaster preparedness programs
  • Understanding local contexts, culture and local languages (Dari and Pashto).
  • Experience working with NGOs, government institutions, or community structures
  • Strong facilitation and communication skills
  • Familiarity with local context and languages in target provinces
  • Ability to travel to project locations
