Minimum Qualification and Experience:
- Bachelors degree in civil engineering, Construction Management, or a related field.
- Minimum 07 years of experience in supervising construction projects.
- Proficiency in construction codes, standards, and best practices.
- Strong knowledge of project management and quality control tools.
- Effective communication and problem-solving abilities.
- Familiarity with procurement and tendering procedures will be an asset.
- Fluent Pashto, Dari and English.
- Familiarity with relevant software (e.g., AutoCAD, MS Office, MS Project)
- Very good Report writing skills in English & local languages.
Job Description:
The Extender Engineer will be responsible for the following tasks:
1. Assessment and Technical Analysis: Conduct site visits to evaluate the existing conditions, structures, and surrounding environment.
Gather necessary data, including soil testing, topographic surveys, utility layouts, and other relevant information. Identify structural or functional deficiencies, safety concerns, and compliance gaps. Provide a comprehensive site assessment report outlining findings and recommendations.
Develop conceptual plans and preliminary designs based on the clients requirements and site constraints.
Prepare cost estimates and timelines for proposed solutions.
Identify risks or challenges that may impact the project and suggest mitigation measures.
2. Project Supervision and Quality Assurance: Monitor all construction activities to ensure they are executed according to the approved design, drawings, specifications, and standards. Conduct quality checks and verify compliance with material specifications and workmanship standards.
Identify and report defects, deficiencies, or deviations and ensure corrective actions are implemented promptly.
3. Site Management: Coordinate daily construction activities and manage the workforce to meet project deadlines. Ensure the contractor complies with safety protocols, environmental guidelines, and local regulations.
Oversee equipment and material usage to prevent wastage or misuse.
4. Documentation and Reporting: Maintain accurate and detailed daily site logs, including progress updates, incidents, and key decisions. Submit weekly and monthly progress reports to the client/project manager.
Document variations and assist in processing change orders when necessary.
5. Coordination: Act as a liaison between the client, contractor, and other stakeholders to facilitate smooth communication and address concerns.
Attend project meetings and provide technical insights and updates.
6. Inspection and Testing: Supervise and coordinate material testing and inspections during construction. Approve or recommend acceptance of work at key project milestones.
7. Cost and Time Management: Monitor project progress against the approved schedule and budget. Identify risks that may cause delays or cost overruns and propose mitigation strategies.
8. Safety Oversight: Enforce adherence to safety protocols and conduct routine safety checks on-site. Address any incidents or hazards promptly to prevent accidents.
Deliverables
The following are the key deliverables expected during and towards the end of the assignment:
Regular site progress reports (daily, weekly, and monthly).
Quality assurance and defect rectification records.
Incident and safety compliance reports.
Substantial/final completion and handover reports.
Coordinate with the contractor and submit the actual work measurement to Client for the verification
based on the milestone of the agreement.
Well-articulated evaluation reports on performance of contracted companies.
