Purpose and Scope of Assignment
The Health, Safety, Social and Environmental Senior Analyst will report directly to the Senior Programme Manager and Deputy Project Manager, and ensure full coordination with the Quality Engineer, Construction Management Engineers, Community Liaison Officer and other project team members. In general, the main duties of the Health, Safety, Social and Environmental Senior Analyst include ensuring compliance with occupational health and safety, social and environmental laws, procedures, guidelines and specifications and to provide advice on measures needed to minimize hazards or unhealthy situations at project construction sites. The HSSE Senior Analyst needs to establish a safe workplace according to legal standards and foster a culture of attention to health, safety, social and environmental (HSSE) management in all work sites under the project throughout the project life cycle. The HSSE Senior Analyst shall focus primarily on the prevention of accidents and is expected to be detail-oriented and ready to act in emergencies.
More specifically, the HSSE Senior Analyst will be responsible for the following substantive tasks:
● Lead the design, development, and continuous updating of Health, Safety, Social, and Environmental (HSSE) management plans, ensuring their alignment with international standards and UNOPS strategic objectives;
● Coordinate, advise and instruct project staff, contractors, consultants and other stakeholders on health, safety, social and environmental standards related to project implementation;
● Support the Senior Programme Manager and Deputy Project Manager in raising awareness on health and safety issues among project staff, consultants, contractors and other stakeholders and within UNOPS in general, working closely with the UNOPS QA/QC Section;
● Design and monitor the risk assessment and enforce preventative measures on HSSE;
● Design the training and capacity-building strategy for HSSE, delegating operational execution and ensuring that induction and technical training programs meet the organization's quality standards;

● Design and supervise the work plan for site inspection and the work of personnel on a regular basis to identify issues or non-conformity, and enforce necessary actions where unsafe acts or processes that seem dangerous or unhealthy are detected;
● Oversee installations, maintenance and disposal of substances, plant and equipment, etc., to ensure they are done in conformity with applicable laws and industry best practice;
● Lead root cause analysis and investigate incidents (including near misses) to determine the cause and to propose improvements to processes in the future and to prevent future risks;
● Ensure a safe workplace environment is maintained at all times without risk to the health and safety of everyone, including workers, UNOPS staff, other stakeholders and the general public;
● Ensure that all Health & Safety policies, procedures, rules and regulations are adhered to and are regularly reviewed, updated and communicated;
● Ensure the contractor meets its statutory obligations in all areas pertaining to health, safety and welfare at work, including statutory training and reporting;
● Ensure that safety inspections, risk assessments, and working procedures are managed, and contractors and employees are aware of their responsibilities in relation to health and safety issues, including technical training and regulatory reporting;
● Comprehensively coordinate the development of HSSE policies, systems, and guidelines, establishing the regulatory framework for all project stakeholders;
● Ensure the integrity and traceability of all HSSE records, ensuring that the information management system is auditable and complies with UNOPS QA/QC standards;
● Design and supervise a comprehensive program of HSSE audits, site inspections, and verifications, evaluating the compliance of contractors and consultants;;
● Establish and supervise the implementation of a structured programme of health & safety training (including a well-developed induction program) for project staff, contractors, consultants and other stakeholders;
● Establish an HSSE Committee, manage and devise the agenda for, chair and formulate & distribute minutes for the Health & Safety Committee meetings, ensuring that decisions are translated into concrete operational actions;
● Up-to-date maintenance of all aspects of relevant health, safety & welfare at national and international legislation and communicate relevant changes to the stakeholders to adapt project operation;
● Participate in regular site meetings to report on relevant health & safety matters and to provide necessary advice;
● Prepare reports on incidents (including near misses) and compile statistical information to present to upper management on HSSE matters;
● Provide regular reports to the Senior Programme Manager / Deputy Project Manager, and/or Quality Engineer on relevant health and safety activities;
● Perform other duties as may be assigned;
Education/Experience/Language requirements
A. Education
● An advanced university degree (e.g., Master's) in Health and Safety Management, Environmental Management, infrastructure, Civil Engineering, Natural Sciences or other relevant discipline is required.
● A combination of a relevant Bachelor’s degree with an additional 2 years of relevant work experience may be accepted in lieu of the advanced university degree.
● Completion of OSHA Certificate (100-hour course) or equivalent is desirable.
B. Work Experience
● A minimum of 2 years of relevant and progressive professional experience, specifically in the area of managing health and safety on construction sites, is required.
● Proficient in the use of computers and office software packages (MS Word, Excel, Access, PowerPoint, Google Suite, etc.), and experience in handling web-based management systems;
● Knowledge of UNOPS/UN rules and regulations will be an advantage.
C. Languages
● Fluency in English is required
● Fluency in Pashto and Dari languages is highly desired.
