Job Description

Position Summary 

ADWSO is collecting CVs for the position of Internal Auditor in anticipation of an upcoming project for which a proposal is currently under review. The selected candidate will be offered a contract upon project approval. The Internal Auditor will be responsible for ensuring financial accountability, compliance, and the integrity of ADWSO's internal control systems across its programmes and field operations. 

 

Key Responsibilities:

  • Conduct comprehensive internal audits of ADWSO's financial records, transactions, and programme expenditures in line with donor requirements and organizational policies. 

  • Review and assess the adequacy and effectiveness of internal controls, risk management processes, and governance frameworks. 

  • Verify compliance with donor agreements (UNICEF, UNDP, UNODC, WFP, and others), Afghan NGO law, and ADWSO's internal policies and procedures. 

  • Examine procurement, payroll, asset management, and cash disbursement processes for irregularities or control of weaknesses. 

  • Conduct field-level audits across ADWSO's operational regions to verify programme delivery and expenditure accuracy. 

  • Prepare detailed audit reports with findings, risk ratings, and actionable recommendations for senior management. 

  • Follow up on prior audit recommendations and track implementation progress. 

  • Support the preparation of documentation for external audits conducted by donor-appointed or independent audit firms. 

  • Promote a culture of transparency, accountability, and continuous improvement across ADWSO's operations. 

Job Requirements

Qualifications and Experience 

Education 

  • Bachelor’s degree in accounting, Finance, Business Administration, or related field.  

  • Professional certification, such as CPA, ACCA, CIA, or equivalent, is strongly preferred. 

  • Candidates with a degree in another discipline (e.g. Social Sciences) combined with relevant audit or financial management experience are also encouraged to apply. A master’s degree in a relevant field is an advantage. 

Experience 

  • Minimum 4 years of relevant experience in internal audit, external audit, financial management, or grants and financial oversight. 

  • Prior experience working with NGOs, UN agencies, or international organizations operating in Afghanistan or comparable fragile/conflict-affected settings is a significant advantage. 

  • Familiarity with donor financial reporting requirements — particularly UNICEF, UNDP, UNODC, or WFP programme financial frameworks. 

  • Demonstrated experience in field audit work and the ability to work across multiple geographic locations. 

Skills and Competencies 

  • Strong understanding of audit standards (IIA, INTOSAI, or equivalent) and internal control frameworks. 

  • Proficiency in financial software, accounting systems, and MS Office (Excel in particular). 

  • Strong analytical, reporting, and communication skills. 

  • Ability to work independently, manage multiple assignments, and meet deadlines under pressure. 

  • Integrity, objectivity, and professional skepticism. 

  • Fluency in Dari and/or Pashto; working proficiency in English required.
