About FGA

Future Generations (FG) is the collective name for an international network of non-governmental organizations including FG Country Programs in Asia and Africa, Future Generations University (FGU) and its alumni in 17 countries, academia, and individual’s experts. The original charitable organization, Future Generations, was established in 1992 for the purpose of learning from, and building upon the world’s most successful examples of community empowerment and social change. It is complemented by the Future Generations Graduate School (Future Generations University) in 2006 in the State of West Virginia with authorization to provide a Master's Degree in Applied Community Change focus on Conservation and Peace building.  The Future Generations Afghanistan (FGA) established in May 2002 and obtained its registration certificate from Ministry of Economy, Government of Afghanistan in October 2005.  Since 2007, FGA has been operational in Eastern Afghanistan, and successfully completed development and humanitarian programs in Nangarhar, Laghman , Kunar, Nuristan, Logar, Wardak, Nimruz, Herat, Kanadahar, Badghis, Panjshir, Bamyan, Helmand & Zabul Provinces

Job Description

The Finance Management and Analysis Section is responsible for the financial management, budgeting, financial analysis, expenditure control, and financial accountability of FGA operations in Afghanistan. The Section supports organizational sustainability, operational continuity, and institutional accountability through effective financial planning, responsible resource utilization, financial controls, compliance with donor and organizational regulations, and timely financial reporting.

The Section maintains financial systems, reporting mechanisms, and accountability procedures that support operational decision-making, financial transparency, and institutional oversight. The Section works under the supervision of the Managing Director while supporting the institutional oversight and reporting requirements of the President and the Board of Directors

Job Requirements

1. Financial Planning and Budget Management

Lead the preparation, consolidation, and monitoring of organizational and project budgets.

Support financial forecasting, budget revisions, and resource allocation processes.

Monitor budget utilization and provide regular analysis of budget performance and expenditure trends.

Ensure that project expenditures remain within approved budgets and donor-approved cost categories.

Support financial planning related to organizational sustainability, operational restructuring, and resource optimization.

 

2. Financial Control, Compliance, and Risk Management

       Monitor organizational expenditures and financial transactions to ensure accuracy, accountability, transparency, cost-effectiveness, and compliance with donor and organizational regulations.

       Implement and maintain financial control procedures, expenditure verification systems, internal accountability mechanisms, and financial management practices.

       Review expenditure documentation, payment processes, procurement-related financial transactions, and supporting records for compliance and completeness.

       Coordinate banking transactions, cash management, fund transfers, liquidity monitoring, and financial reconciliations in accordance with organizational procedures.

       Support payroll preparation, salary disbursement processes, and related reconciliations in coordination with administration and human resource functions.

       Coordinate with program and operational teams to ensure proper financial documentation, budget compliance, and adherence to donor financial requirements.

       Monitor financial risks, budget variances, operational financial commitments, and compliance concerns affecting organizational operations.

       Support implementation of financial integrity measures, fraud prevention controls, corrective actions, and institutional financial accountability procedures.

       Assist management in responding to donor financial reviews, monitoring visits, audit findings, and compliance-related financial matters.

3. Financial Reporting and Analysis

       Prepare timely financial reports, budget analyses, expenditure tracking reports, cash flow summaries, and financial updates for management, donors, and organizational leadership.

       Provide financial analysis, operational cost assessments, and financial performance reviews to support organizational planning and decision-making.

       Support donor financial reporting requirements and ensure consistency between financial, operational, and programmatic reporting systems.

       Maintain accurate financial records, accounting documentation, audit-ready systems, and financial data management practices.

       Contribute to organizational financial reviews, audits, financial reconciliations, and institutional accountability processes.

4. Financial Coordination and Institutional Support

       Coordinate closely with program, administration, procurement, compliance, and operational units on financial planning, implementation, and accountability matters.

       Provide financial guidance and technical support to project implementation teams, regional operations, and management structures.

       Support strengthening of financial management systems, financial procedures, institutional controls, and continuous improvement initiatives.

       Contribute to organizational learning, financial planning processes, and institutional sustainability initiatives related to financial management practices.

Maintain professional communication and coordination with donors, auditors, financial institutions, and relevant external stakeholders where required.

Qualification:

·        Demonstrated experience in budget development, financial forecasting, expenditure monitoring, cash flow management, and financial reporting.

·        Strong knowledge of donor financial regulations, compliance requirements, internal controls, risk management, and audit processes.

·        Proven ability to coordinate effectively with program, procurement, administration, and operational teams to ensure financial accountability and compliance.

·        Strong analytical, organizational, problem-solving, communication, and leadership skills.

·        Proficiency in financial management software, accounting systems, Microsoft Office applications, and advanced Excel.

·        Fluency in English and proficiency in Dari and/or Pashto are required.
