About FGA

Future Generations (FG) is the collective name for an international network of non-governmental organizations including FG Country Programs in Asia and Africa, Future Generations University (FGU) and its alumni in 17 countries, academia, and individual’s experts. The original charitable organization, Future Generations, was established in 1992 for the purpose of learning from, and building upon the world’s most successful examples of community empowerment and social change. It is complemented by the Future Generations Graduate School (Future Generations University) in 2006 in the State of West Virginia with authorization to provide a Master's Degree in Applied Community Change focus on Conservation and Peace building.  The Future Generations Afghanistan (FGA) established in May 2002 and obtained its registration certificate from Ministry of Economy, Government of Afghanistan in October 2005.  Since 2007, FGA has been operational in Eastern Afghanistan, and successfully completed development and humanitarian programs in Nangarhar, Laghman , Kunar, Nuristan, Logar, Wardak, Nimruz, Herat, Kanadahar, Badghis, Panjshir, Bamyan, Helmand & Zabul Provinces

Job Description

The Policy Compliance, Administration, and Support Section Head is responsible for strengthening organizational accountability, policy compliance, administrative management, human resource coordination, and institutional support services across FGA’s operations in Afghanistan. The Section supports organizational integrity, transparency, operational continuity, and institutional sustainability through implementation of organizational policies, donor requirements, administrative systems, accountability measures, and internal procedures.

 The Section combines compliance verification, administrative coordination, human resource management, logistical support, and institutional monitoring functions to strengthen organizational performance, accountability, and operational support systems. The Section forms part of FGA’s senior management and institutional support structure and contributes to organizational coordination, compliance support, institutional improvement, and administrative continuity. However, the Section does not directly manage routine program implementation responsibilities of program managers and Project Implementation Units except in matters related to compliance, administration, accountability, and organizational procedures.

Job Requirements

1. Compliance, Accountability, Monitoring, and Risk Management

       Monitor implementation of organizational policies, procedures, management decisions, accountability measures, and approved operational frameworks across institutional and operational functions.

       Review alignment between operational activities, donor requirements, organizational policies, procurement procedures, financial controls, and internal accountability systems.

       Support internal compliance reviews, operational verification exercises, implementation follow-up processes, and corrective action mechanisms.

       Identify compliance gaps, procedural weaknesses, operational risks, and accountability concerns, and recommend corrective measures and institutional improvements.

       Follow up on audit findings, compliance reviews, management recommendations, and corrective action plans to strengthen organizational accountability and compliance systems.

       Support identification and monitoring of operational, compliance, legal, reputational, and institutional risks affecting organizational performance and continuity.

       Coordinate organizational assessments, compliance verification exercises, donor evaluations, due diligence reviews, and external monitoring processes where required.

       Maintain institutional documentation and evidence related to organizational systems, compliance measures, operational procedures, and accountability frameworks.

 2. Administration and Human Resource Management

       Manage administrative systems, office operations, and organizational support services across FGA functions.

       Support recruitment, onboarding, staff documentation, contract administration, and personnel management processes.

       Maintain staff records, attendance systems, administrative documentation, filing systems, and organizational asset records.

       Support the implementation of human resource policies, workplace procedures, staff regulations, and code of conduct requirements.

       Coordinate staff leave management, contract renewals, administrative clearances, and staff support services.

       Support performance management, staff evaluation, organizational discipline, and professional workplace standards in coordination with management.

       Coordinate administrative follow-up related to staff grievances, disciplinary processes, and workplace concerns where required.

 3. Logistics, Operational Support, and Government Liaison

       Coordinate logistical and operational support services required for organizational and program activities.

       Support management of vehicles, office equipment, supplies, maintenance services, and operational assets.

       Coordinate procurement-related administrative support processes in collaboration with relevant sections and operational units.

       Coordinate administrative liaison and communication with relevant government authorities, regulatory bodies, and local administrative institutions.

       Support organizational registration renewals, official correspondence, administrative compliance requirements, permissions, travel authorizations, and operational clearances where required.

       Support administrative coordination related to staff safety, operational access, office security procedures, and field movement arrangements.

       Facilitate administrative coordination related to meetings, workshops, trainings, travel, and organizational events.

 4. Reporting, Coordination, and Institutional Support

       Prepare compliance updates, monitoring summaries, oversight reports, administrative reports, and institutional review reports for management and organizational leadership.

       Provide recommendations to strengthen organizational accountability, compliance systems, operational efficiency, and institutional performance.

       Support evidence-based decision-making through compliance analysis, monitoring findings, and implementation follow-up.

       Coordinate with finance, program, oversight, and operational sections on compliance, administrative, and organizational support matters.

       Support organizational communication, operational coordination, and institutional continuity across departments and field offices.

Contribute to strengthening donor confidence, organizational credibility, and institutional sustainability through effective accountability and support systems

Qualifications:

       Strong understanding of compliance systems, organizational procedures, and operational accountability.       

       Experience managing logistics, administration, and institutional systems.

       Strong communication, organizational, and coordination skills.

       Experience working in complex or humanitarian operational environments.

       Familiarity with donor compliance requirements and NGO operational systems.
