Background
Badghis Provincial Hospital is the main referral facility for the province, serving a population with significant health needs and limited access to specialized care. Persistent challenges include shortages of qualified staff, inadequate infrastructure, and gaps in compliance with donor and national standards. The Medical Director role is critical to ensure effective leadership, clinical governance, and donor‑aligned reporting.
2. Purpose of the Position
The Medical Director will provide strategic leadership, clinical oversight, and operational management to ensure the hospital delivers high‑quality, equitable, and sustainable healthcare services. The role bridges clinical practice with donor compliance, ensuring that all services meet national and international standards.
3. Key Responsibilities
Clinical Oversight
- Supervise all clinical departments (OPD, Emergency, MCH, Pediatrics, ICU).
- Ensure adherence to BPHS/EPHS standards.
- Establish and enforce clinical protocols and guidelines.
- Monitor patient safety and quality of care.
Administrative
- Lead hospital planning and budgeting.
- Oversee resource allocation and utilization.
- Ensure compliance with MoPH and donor requirements.
- Maintain HR files and operational records.
Human Resources
- Supervise medical staff and assign duties equitably.
- Identify training needs and organize capacity‑building.
- Ensure gender‑sensitive staffing.
- Manage recruitment and retention strategies.
Donor Reporting
- Prepare monthly operational reports.
- Submit quarterly donor‑ready narrative and financial reports.
- Maintain accurate patient and stock records.
- Ensure alignment with UNICEF, WHO, WFP reporting frameworks.
Stakeholder Coordination
- Represent hospital in provincial health coordination meetings.
- Liaise with donors, NGOs, and government stakeholders.
- Strengthen referral pathways with district health facilities.
- Mobilize resources for hospital needs.
Risk Management
- Develop contingency and emergency response plans.

6. Qualifications & Experience
- Medical degree (MD) with specialization in the field of Medicines.
- Minimum 7 years of clinical and hospital management experience.
- Proven experience in donor‑funded health projects.
- Strong knowledge of BPHS/EPHS frameworks and MoPH policies.
- Excellent communication, leadership, and reporting skills.
- Fluency in English and Dari/Pashto.
7. Duration & Reporting Line
- Contract duration: 6 months, renewable.
- Reports directly to Hospital director.
- Coordinates with UNICEF, WHO, and WFP for donor compliance.
