The Deputy Project Manager for Education in Emergencies within CARE’s portion of the ECHO Project as well as CARE’s local partners under the EiE) is mainly responsible for:
· Developing the project implementation plan
· Managing the project team and overseeing day-to-day project coordination
· Ensuring proper budget management, expenditures tracking, and financial controls
· Handling logistics and coordinating related activities
· Monitoring project risks and supporting risk mitigation measures
· Strengthening stakeholder engagement related to CARE’s health component under the ECHO Project
She is also responsible for supervising and overseeing the implementation of CARE’s health component to ensure the project meets the targets and goals outlined in the project documents. In addition, she will supervise direct reporting staff to improve the quality and efficiency of their output while maintaining a high level of staff satisfaction and supporting their professional development.
Key responsibilities include:
· Producing high-quality progress reports for CARE’s health component under the ECHO Project
· Establishing and maintaining effective working relationships with relevant stakeholders
Project Management:
· Ensure the CARE’s ECHO project management processes are well implemented to meet the project requirements.
· Address the relevant concerns and expectations of the stakeholders in planning and executing the project.
· Conduct regular supportive supervision and monitoring visits to the ECBE classes/CBSs at the provincial level (he will spend 30% of his official time (days) in field visits to improve the quality of education services.
· Develop an action plan for the CARE’s -ECHO Kabul education (EiE) team and other stakeholders monitoring visits findings.
· Ensure the CARE’s -ECHO education project (EiE) implementing local partners at the province deliver quality services to the beneficiaries and provide timely reporting on project activities;
· To collect, review, and approve the monthly plans and reports of the provincial EiE team and to provide them feedback.
· Organize regular meetings with the provincial EiE team.
· Ensure CARE’s ECHO education (EiE) project-related quality data is captured, collected, compiled, and stored.
· Draft ECHO-EiE reports at the national and provincial level and shares it with the consortium manager.
· Provide high-quality technical oversight and technical and capacity building support to the education (EiE) project team at the national and provincial level.
Propose new innovative and new approaches and integrate them into program strategy and design
Financial Management:
· Effective and accurate Financial Resources Management focusing on achievement of the following results:
· Contribute to the development of all CARE’s ECHO EiE project budgets through close work with the consortium manager to ensure all the project needs at the national and provincial level are incorporated into the CARE’s ECHO EiE project budget.
· Develop a proper expenditure plan and tracking of all the expenditures for CARE’s ECHO EiE project at the national and provincial level in accordance with CARE rules and regulations.
Conduct budget vs. expense analysis of the education projects in consultation with the consortium manager.
Human Resources Management:
· Contribute with the senior program coordinator and ECHO consortium manager hiring education (EiE) the CARE’s -ECHO EiE staff in compliance with CO human resources policies and strategies is ensured at all times, including:
· When assigned by the senior program coordinator, to contribute to the hiring of the CARE’s -ECHO EiE staff hiring
· Undertakes Performance Management Process (PMP) of her/his supervisees;
· Staff learning opportunities are promoted, and the implementation of the capacity development plan at the project level is ensured; and
Ensure project implementing partners receive technical support from CARE Afghanistan to better manage and implement project activities.
· Ensure all the CARE’s ECHO EiE project stakeholders’ expectations are well identified, analyzed and managed during project life cycle;
· Stakeholder engagement is well managed by regular and professional communication to ensure their expectations are met and any issues raised are timely addressed;
· Ensures that reports reflecting lessons learnt are documented, circulated and shared in a timely and effective manner within the education program of CARE;
· Ensures all lessons learnt are incorporated and are shared with the relevant program staff for integration into new initiatives and project designs; and
Participate and represent CARE in all CARE’s ECHO EiE-related stakeholder meetings at national level.
Key relations
Internal:
· Reports to the ECHO Consortium Program Manager and is technically responsible to the education program coordinator.
· Supervises all the CARE’s ECHO EiE team, senior protection officer, and senior project officer at the national level and field supervisors at the provincial level.
· Represents CARE’s ECHO EiE in all CARE’s ECHO meetings at the national and provincial level
· Ensures CARE’s ECHO EiE activities with the education program coordinator/consortium manager of ECHO consortium, and EiE field supervisors.
· Collaborate with MEAL team, finance, human resources, and other support functions concerning assigned project.
