Job Summary
The role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly and 50% of his/her will be at field visits.
The Field Supervisor will work directly with Provincial Manager and Program Manager/Deputy Project Manager in development of project implementation plans, strategies, concept papers and proposals. The incumbent will supervise and lead the project team(s) at the provincial sub and site office level, will make sure that all reports (narrative and financial) are prepared and submitted in a timely manner. In addition, the incumbent will develop plans and implement project activities in target areas under his/her supervision, prepare project budget at provincial level and monitor expenses, and establish working relations and coordination with communities, local partners, other organizations, and authorities at provincial and district level as well as with stakeholders.
Project Management implementation:
· Assist Program Manager/Deputy Project Manager in developing project implementation and action plans, operation budget, and reports.
· Assist in project implementation plans such as executing baseline surveys, community mobilization and ECBE classes/CBSs’ establishment, materials procurement and provision to ECBE classes/CBSs through local partner.
· Organize project workflow and ensure his/her supervisees understand their duties or delegated tasks.
· Supervise and monitor educational material procurement, delivery and distribution to ECBE/CBS students, teachers and SMC members at the provincial level.
· Estimate project provincial expenses for project activities and forward them to Program Manager/Deputy Project Manager for projection/budgeting purpose.
· Authorize project expenses at provincial level.
· Closely monitor expenses at provincial level and make sure they are in line with budget allocations for individual line items.
· Make sure that expenses are properly recorded, tallied with allocated budget and discrepancies are corrected.
· Oversee the collection, compilation, analysing and interpretation of the Project activity data at the provincial level.
· Ensure that monthly activity and progress reports are timely and accurately prepared and submitted to Monitoring, Evaluation, Accountability, and Learning (MEAL) supervisor for review and inputs.
· Make sure implementation of child protection and gender mainstreaming across all ECBE classes/CBSs.
· Oversee and monitor establishment of SMCs and ECBE classes/CBSs in newly mobilized communities.
· Supervise and monitor the implementation of training program by TTs and CTs.
· Assists provincial Manager in self and team Goal setting process.
Perform other duties as assigned by the supervisor.
Provide inputs to new Initiatives/Proposals:
· Assist the Program Manager/Deputy Project Manager in concept papers and proposals development by forwarding his/her ideas, opinions and required information as requested.
· Provide frankly his/her opinions, suggestion, proposals and feedback to the Provincial and Program Manager/Deputy Project Manager concerning Project work plan that are well on track.
Lead self and internal assessment and evaluation of the program activities at sub office level, draws lessons learned and shares with the Program field team(s), and the Provincial/ Program Manager/Deputy Project Manager.
· Conduct project staff Annual performance review against individual set goal based on systematic staff performance monitoring and supervision throughout the year.
· Make sure that, staff development is properly implemented.
· Identify staff development needs and forward them to the Provincial manager and CARE HR department for consideration.
· Monitor staff productivity and performance and provide constructive feedback and coaching.
Advocate for gender promotion and provide timely advice on approaches to project management.
· Attend education sectoral coordination meeting with at provincial level.
· Make sure that proper protocols are in place with the provincial authorities.
· Make sure that relevant reports and information are timely and accurately provided to the provincial authorities.
· Occasionally attends meetings with SMC members.
· Occasionally attend training sessions for SMC members as well as teacher.
· Make sure that community elders are invited to various public functions organized by CARE.
· Make sure that relevant information is shared with SMC members and ECBE teachers.
· Occasionally visit other peer organizations’ offices in order to establish and maintain good relations.
· Make sure that relevant information with other organizations are exchanged.
· Conduct regular meetings with local partner to discuss project activities implementation process, progress, issues and challenges.
· Occasionally visit ECBE classes and CBSs to oversee and observe the teaching and learning process.
Occasionally set up meeting with PED/DED authorities and brief them concerning education project activities and progress.
Key relations
Internal:
· Close working relationship with Provincial Manager and Program Manager/Deputy Project Manager, Education Technical Advisor, Senior Protection Officer, and local partners senior management, education staff.
· Ensure coordination of project activities with provincial program team.
· Report to Provincial Manager and provide required data/information to Program Manager/Deputy Project Manager when needed.
· Collaborate with Monitoring, Evaluation, Accountability, and Learning (MEAL) team, Finance, Human Resource (HR) and other support functions concerning assigned project.
· Establish and maintain effective working relationships with Provincial Education Departments (PEDs), District Education Departments (DEDs), partners, relevant line ministries and agencies.
External:
Exchange of information & coordination with (upon request from the project management) - Local partner education staff (Teacher Trainers, Community Mobilizers, CBE/CBS, teachers, and other education management and provincial staff). National Education Cluster and Central Region Sub- National Education Cluster Coordinator and other stakeholders.
