For ensuring staff well-being and improving working and living environments, the organization is planning the construction of its Herat Office and three accommodation buildings located at the Herat, province compound. To ensure proper supervision of this construction project and to confirm that all works are executed in full compliance with the approved design package, the organization seeks to engage a full time qualified local Civil Engineer to assist in monitoring progress, verifying technical quality, and supporting overall project implementation, ensuring that they are executed in accordance with organization’s approved designs, specifications, safety standards and contractual obligations.
Scope of work: (Description of services, activities, or outputs)
The Local Civil Engineer will be responsible for the following tasks:
Technical Supervision & Quality Control:
· Conduct regular on-site inspections at the project locations (Herat Province facilities).
Verify that all civil, structural, architectural, mechanical, and electrical works comply with the approved design drawings, technical specifications, and engineering standards.
· Monitor the contractor’s construction methods, materials, and equipment for adherence to quality requirements.
· Identify any deviations, deficiencies, or non-compliant works and provide recommendations for corrective action.
· Ensure that materials delivered to the site meet required standards and specifications before incorporation into the works.
Approval Requirement:
· All materials must receive approval from the country office technical team and operations unit before installation.
· Any items that are not approved should not be permitted on the construction site.
Material Testing:
Witness tests for all materials in the laboratory. This includes:
· Concrete tests
· Brick masonry tests
· Steel plate tests
· Any other tests required for the project
Progress Monitoring & Reporting:
· Track progress against the work schedule and verify the accuracy of contractor progress reports.
· Prepare monthly written supervision reports including site observations, work completed, issues encountered, and recommendations.
· Document construction activities, including variations, through photographs, measurements, technical report and checklists.
· Notify the organization immediately of any significant delays, risks, or issues affecting cost, quality, or timeline.
· Provide weekly construction updates, and monthly written progress reports.
Verification of Quantities & Payments:
· Review and verify contractor invoices, bills of quantities (BoQs), and work completion statements.
· Confirm quantities executed on site and validate payment certificates.
· Support the organization in certifying practical and final completion of works.
Design Compliance & Technical Review:
· Review and interpret all project drawings, technical specifications, and contractual documents.
· Advise the organization on any design discrepancies or required design clarifications.
· Support implementation of design revisions or change orders when necessary, ensuring that changes remain within project scope and standards.
Health, Safety & Environmental Oversight:
· Monitor contractor compliance with occupational health and safety standards.
· Ensure the implementation of safety procedures, signage, and protective measures on site.
· Immediately report any accidents, unsafe practices, or environmental compliance issues to the Operations / Admin Logistics unit.
Coordination & Communication:
· Liaise and coordinate closely on all technical aspects of the project with the construction contractor(s), organization's Administration Unit, Technical Team, and any relevant stakeholders as advised by the direct supervisor.
· Organize technical meetings, technical reviews, and progress discussions meetings.
· Provide expert advice to organization's mangement on engineering-related matters throughout the construction period.
Project Close-out Support:
· Conduct final inspections and punch-list assessments.
· Verify completion and quality of all works prior to handover.
· Review and confirm as-built drawings, operation manuals, and warranties submitted by the contractor.
· Provide technical input to the final project completion report.
Deliverables:
The Local Engineer will deliver the following:
· Weekly site supervision updates with photos and progress assessments.
· Monthly consolidated written progress reports summarizing work status, challenges, risks, and recommendations.
· Verified payment certificates and quantity verification reports as required.
· Non-conformance reports (if applicable) with corrective action recommendations.
· Final inspection and handover report including punch-list and completion verification.
· Review and confirmation of as-built documentation.
· Conduct regular (daily/weekly) site visits depending on project needs, and provide continuous technical support as required.
Duty Station:
· Primarily based will be Herat province with on need basis travel to organization’s Country office (Kabul) and other provinces, subject to the organization security requirements and travel authorization processes.
Construction Phase:
· Supervise the construction process to ensure all work adheres strictly to the approved design and architectural plans.
· Conduct regular on-site inspections to verify the quality of materials and workmanship, ensuring compliance with international and local building codes.
· Monitor construction progress against the established timeline, identifying potential delays and proposing corrective actions to keep the project on track.
· Will be required to travel the Country office (Kabul) on need basis.
· Develop concept plans, Scope of Work (SOW), and provide other necessary technical support as required.
Monitoring and progress control, including reporting requirements, periodicity format and deadline:
· Review the construction plan provided by the selected companies.
· Respond to the queries related to SOW to the design companies.
· Provision of technical inputs to the SOW.
· Monitor construction progress against the established timeline, identifying potential delays and proposing corrective actions to keep the project on track.
Supervisory arrangements:
· The local Civil Engineer will report directly to the Operations Manager and work closely with the Organization's Administrative Associate.
Expected travel:
· Travel to the Country Office (Kabul) or other Sub Offices on a need basis.
