About Première Urgence - Aide Médicale Internationale (PU-AMI)

PU-AMI (known globally as Première Urgence Internationale, PUI) is a non-governmental, non-profit, non-political and non-religious international aid organization. PU-AMI’s teams are committed to support vulnerable communities and populations, those marginalized, hit by conflict, natural disaster or economic downturns. PU-AMI’s main objective is to contribute to reduction in morbidity and mortality, and provide emergency relief to those in immediate need in order to help them regain their dignity.

Afghan mission is the oldest of PUI missions, with the first medical intervention launched in 1979 just after the Soviet troops crossed the country’s borders. PU-AMI teams currently deliver the integrated health care, combined with nutrition, psychosocial support; water, sanitation and hygiene (wash), as well as trauma services. The organization implements projects mainly in eastern parts of the country, and increasingly in the South-East Region. Since the COVID-19 outbreak in 2020, PU-AMI has also positioned itself as one of the main actors in preparedness and response to the pandemic, implementing health and wash-cantered activities at health facilities and community level in Kabul and beyond.

Globally, PUI provides assistance to around 6 million people in 23 countries and across 5 continents: Africa, Asia, Middle East, Latin America, and Europe.

 این اداره عمدتآ پروژه ها را در  بخش شرقی کشور و بطور فزاینده در مناطق جنوب شرقی کشور  از زمان شیوع  کرونا در  2020  تطبیق مینماید .

پی یو ای ام آی  همچنین منحیث بازیگر اصلی در آمادگی و پاسخ به بیماری همه گیر – اجرای فعالیت های صحی و واش در سطح مراکز صحی و جامعه در کابل و فراتر از آن موقعیت خود را تثبیت نموده است.

Responsibilities and particular assignmentsمسؤلیت ها و وظایف مشخص

General responsibilitiesمسؤلیت های عمومی :

Support and assist Deputy Country Director in the implementation of MHPSS sector strategy, program development, quality assurance, technical supervision, internal and external coordination, and administration for PU-AMI’s mission in Afghanistan.

Activities/Main duties: 

Objective 1هدف اول : Participate and support in the analysis of MHPSS context and needs, in the definition of PSS strategy, and the design of appropriate PSS interventions

  • Ensure monitoring and analysis of national MHPSS policies, program protocols, sectoral data, and key MHPSS actors in the country;
  • Support with relevant MHPSS needs assessment required for PU-AMI programming and project design;
  • Participate and support in the definition of terms of references for multi-sectoral needs assessment in collaboration with Deputy Country Director and MEAL team, development of survey tools and data collection formats, supervise and monitor implementation of surveys, and reflect on the survey data in the development of PSS strategy and Programme planning;
  • Support adaptation of PSS interventions based on PU-AMI’s mission strategy, PUI’s Global MHPSS Intervention Framework, encouraging an integrated multi-sectoral approach in collaboration with Deputy Country Director;
  • In the development of new PSS interventions, participate and support in the design of adapted activities with adequate technical relevance, ensure appropriateness of activities to community’s needs, monitor logistical and budgetary support required for the realization of quality implementation, and regularly monitor qualitative and quantitative indicators relevant to the project intervention;

·       Encourage and monitor quality of PSS interventions following IASC MHPSS principles, adherence to protection mainstreaming principles by project implementation teams, and other cross-cutting topics such as gender sensitivity and environmental issues 

Objective 2هدف دوم: Support monitoring and supervision for the quality implementation of PSS activities

Activities/Main dutiesفعالیت ها/ وظایف عمده:

·        Participate and co-facilitate joint technical supervision and monitoring meetings with MHPSS Officers and Supervisors as led by Deputy Country Director in order to ensure that PSS implementation activities are in line with mission priorities and MHPSS Intervention Framework;

·        Participate to field level technical supervision and monitoring meetings co-led by MHPSS Officers and Supervisors to ensure PSS Providers are adequately guided and supported in the implementation protocols;

·        Support adaptation of technical modalities, activity guidelines, SOPs, translated materials in local languages as used in the overall implementation and quality assurance of PSS interventions;

·        Make regular technical field visits for supportive supervision and hand-holding to MHPSS Officers and Supervisors for better implementation and improved quality of PSS actions on the field;

·        In collaboration with field teams and MEAL department, ensure collation of project-wise PMT data, activity progress reports (qualitative and quantitative) on a monthly basis, as per the standards set out by the program;

·        Provide timely feedback and alert to the Deputy Country Director in the event of delays in field implementation, challenges faced by field teams, and suggest relevant adjustments with mitigation plan in terms of activities, area of intervention, targets, budget, implementation timeframe, etc.;

·        Participate and support appropriate technical evaluations relevant to field implementation teams’ knowledge and skills, process audit of implementation activities, and broader impact analyses of PSS interventions, as required;

·        Support harmonization and capitalization of internal knowledge management specific to PSS interventions through adapted evidence-based tools and practices, case-studies, and documented evidences from the field;

·        Encourage experience and knowledge sharing within the PSS teams and actively contribute to the knowledge building of PSS component at mission level in coordination with Deputy Country Director;

·        Ensure that projects, adapted methodologies, implementation procedures, and selection criteria pertinent to PSS set of interventions do not cause direct or indirect harm to intended beneficiaries, service providers/project teams in the follow-up to IASC MHPSS and protection mainstreaming principles.

Objective 3هدف سوم : Capacity-building and fostered team-work of the PSS team

Activities/Main dutiesفعالیت ها/ وظایف عمده:

·        Contribute in the technical development of PSS training materials, activity guides, evaluation tools, project management tool, supervision checklists and support Deputy Country Director co-facilitate relevant trainings and monitor cascading of the trainings for quality and implementation purpose at all levels of staff;

·        Prepare, translate, and implement appropriate pre- and post-test evaluations across thematic trainings in PSS and support Master Trainers/ MHPSS Officers and Supervisors in timely producing succinct training reports;

·        Under the supervision of the Deputy Country Director, develop training needs analysis basis to practicalities of the field, overall understanding and capacities of implementation teams and organize well-rounded inclusive training calendar for the year to improve overall capacities and knowledge of field staff;

·        As required and relevant, apart from technical trainings, focus on developing project management capacities, report-writing skills, data-management and data-analysis skills, supportive supervision framework for MHPSS Officers and Supervisors;

·        Foster PSS team’s understanding and adherence to PU-AMI’s internal regulations, institutional policies and processes of the mission;

·        Support and monitor development of individual action plans and capacity-building plans for MHPSS Officers and Supervisors, and guide them do the same for PSS Providers following the set mandate and specific project requirements.

Objective 4 هدف سوم : Ensure logistical management and administrative monitoring of PSS programs in coordination with Deputy Country Director

Activities/Main dutiesفعالیت ها/ وظایف عمده:

·        Ensure with PSS teams that the logistical needs of the programs are timely met following project-specific procurement plans and BoQs, according to minimum standards and PU-AMI’s sector recommendations (e.g., dedicated and adapted safe spaces available for PSS interventions, adapted materials available for children, etc.);

·        Ensure that orders for equipment and other supplies required by the PSS programs are timely fulfilled following PU-AMI’s set procedures and mission-specific logistic standards;

·        Contribute to analyzing bids made by suppliers for purchases with stringent technical specifications and criteria applied;

·        Ensure up-to-date budget monitoring for the PSS component on a monthly basis, following analysis of any discrepancies brought to the attention of Deputy Country Director;

·        Support in the hiring/recruitment of PSS Supervisors, and PSS Providers following HR recruitment guidelines and standards, adhering to the procedures conducting appropriate tests and interviews in collaboration with project-specific teams, and preparing necessary HR documentation;

·        Support induction of new team members (MHPSS Officers, Supervisors, Providers) ensuring their overall understanding of PSS intervention procedures and protocols;

Objective 5هدف سوم : Appropriately ensure external coordination and sectoral representation of the PU-AMI PSS program in collaboration with Deputy Country Director

Activities/Main dutiesفعالیت ها/ وظایف عمده:

·        Ensure consistent and active participation in MHPSS Technical Working Group and relevant clusters strategic to PU-AMI’s programming;

·        Ensure and coordinate with PSS Specialist the sectoral representation of PU-AMI for the MHPSS sector at the national and regional levels, to different partners and local authorities;

·        In the absence of Deputy Country Director, participate to PU-AMI’s internal coordination meetings, as suggested and required;

·        In the event of donor visit, play an active role in preparing and managing field orientation and activities as directed by the Deputy Country Director;

·        Under the guidance of the Deputy Country Director, support and guide PSS teams in managing regular communication and coordination with local bodies, representatives of various groups for inclusive development of PSS interventions and overall acceptance of the same by larger beneficiary groups. 

 

Job Requirements

  • Masters in Psychology and other relevant social sciences (preferably Clinical and/or Counselling Psychology, Social Work, Medicine with relevant experience in Psychiatry and clinical mental health)
  • Experience of standard evidence-base technical MHPSS package of services (IPT, PM+, Thinking Healthy, mhGAP-HIG, EMDR, TF-CBT, IYCF-e/MIYCN) would be an asset
  • 5 years of relevant work experience in MHPSS, GBV and Protection programming in I/NGOs
  • Experience in dealing with migrants/displaced people, victims of conflicts, survivors of violence would be an asset
  • Good level of project cycle management skills
  • Cultural and social understanding of MHPSS in Afghanistan
  • Strong oral and written communication skills pertaining to English, Pushtu, and Dari languages
  • Strong MS-Office skills operating Word, Excel, and PowerPoint
  • Strong commitment to humanitarian principles with good peoples’ management skills
  • Ability to independently travel to places and provinces (project areas of intervention)
  • Ability to work in volatile context and under pressure
