It has been working in Afghanistan since 1998 and is presently managing long-term and short-term humanitarian and development programs to the people in need in countries around the world. Job Description

The CBT Facilitator + Cash Outer is responsible for managing the distribution of cash, ensuring that beneficiaries receive their entitlements accurately and efficiently. This role involves verifying documentation, assisting distribution processes, and troubleshooting any technical issues. Additionally, the position requires collaboration with other team members to integrate cash programming and deliver training on the e-voucher system. The CBT Facilitator + Cash Outer plays a key role in ensuring that the program’s objectives are met while maintaining a high standard of service delivery as well The SCOPE Registrar is responsible for accurately entering beneficiary data into the SCOPE system while maintaining professionalism and ensuring data integrity. This role includes verifying that beneficiaries have met program criteria, securely managed assets, and ensuring data is uploaded without errors. The SCOPE Registrar also follows strict protocols to maintain confidentiality and provides detailed reports, contributing to the overall effectiveness of the project’s registration and reporting processes.

Job Requirements

  •          The CBT Facilitator/ distributor is responsible for verifying the beneficiaries through their documents before receiving food or cash.    
  •          The CBT Facilitator/ distributor is responsible to know the exact monthly ration size to each beneficiary.
  • Having good behavior with community people, especially with beneficiaries.
  • The Cash outer will be responsible for efficiently implementing cash-based/ in-kind / CBT responses.
  • He will also perform a specialized & standardized Cash-Based-Transfer (CBT) program to support the effective delivery of assistance packages.
  •  Provide guidance and support to involved team in implementing WFP plans.
  • Apply technical knowledge and skills to implement and/or assist in community delivery of cash based/in-kind programs.
  • Promptly identify & recommend solutions to cash based/RFSs and CBT technical issues.
  • Participate in the on-job training of how the e-voucher system works, how to handle data, accurately use the e- devices (e-voucher reader, Smartphone with application, and e-voucher) including the hand over process with the vendors.
  • Participate in the on-job training on RFS and beneficiaries rationing/entitlement.
  • Closely work with all SFL field team in general on how to integrate and align cash programming.
  • Entering accurate data of targeted beneficiaries, skilled/unskilled labours to the SCOPE system.
  • Making sure that the SCOPE registered beneficiary has already been surveyed or processed by SFL.
  •  Checking the registered data before shutting down of Devices.
  •  SCOPE Register is obliged to send the detailed report and information to the district supervisor SFL
  •  Avoid using or inserting external USBs in WFP/SFL assets, especially SCOPE Laptops.
  •  Keeping all the assets in good condition either from WFP or SFL that were given from direct supervisor.
  • Submitting the given SCOPE Requirements to SCOPE Section or Line Supervisor.
  • Other duties as assigned by the PC to enable and develop USS-F programs.

Qualification/Requirements:

·         Minimum 3 Years of relevant experience with International NGOs or UN Agencies

·         Computer skills at the operator level, especially with MS Office packages.

·         Fluency in Dari and/or Pashto; English language proficiency is preferred.

·         Ability or experience of data verification and analysis.

·         Able to writing report skills.  

·         Familiarity with various types of data collection methods and data management.

·         Good communication skill and able to pass the massage/questions in local languages to the respondents.

·         Having good interpersonal skills and ability to plan work.

·         Supervisory, team working, analytical, and troubleshooting skills.

·         Regional and cultural knowledge of areas of SFL field operations in Afghanistan

·         Willingness to work long hours when required.

·         Ability and willingness to travel to the project sites and outside of duty station within Afghanistan and adjust to the SFL environment as frequently as required

·         Honest, proactive, well mannered, and must share values of SFL.

·         Willing to stay in field locations

·         Ready to work, live and travel in an intricate and strenuous environment

Preference will be given to those candidates who are local residents and are familiar with the project implementation area and communities and who have sufficient experience in RFS project implementation.
