It has been working in Afghanistan since 1998 and is presently managing long-term and short-term humanitarian and development programs to the people in need in countries around the world. Job Description

The HR Assistant is responsible for managing and coordinating key human resource functions, including recruitment, onboarding, employment documentation, personnel file management, attendance and leave tracking, benefits administration, and HR reporting. The position ensures accurate record-keeping, compliance with HR policies, confidentiality of employee information, and effective delivery of HR services. The HR Assistant works closely with management and staff to strengthen HR systems and maintain a professional, safe, and productive work environment.

Job Requirements

  • Facilitate recruitment and hiring processes in coordination with relevant departments, including vacancy announcements, candidate screening, interviews, and recruitment documentation.
  • Implement HR policies and procedures and ensure compliance with organizational standards.
  • Prepare recruitment plans, track hiring timelines, and support timely staff mobilization.
  • Manage and maintain updated personnel files, employment records, contracts, and HR documentation.
  • Coordinate preparation of employment agreements and maintain contract management systems.
  • Monitor and maintain staff attendance records, leave records, working days, compensatory days, and other HR-related information.
  • Ensure accurate completion and submission of timesheets and monthly HR reports.
  • Facilitate staff onboarding, orientation, and benefits administration for newly recruited employees.
  • Issue and update staff identification cards and maintain employee databases.
  • Support performance management processes and provide HR administrative services to staff and management.
  • Maintain confidentiality of employee information and ensure proper record-keeping.
  • Perform other HR-related duties assigned by the supervisor.

Qualification/ Requirements:

  • Bachelor's degree in Human Resources, Business Administration, Management, Economics, or a related field.
  • Minimum 3 years of relevant work experience in Human Resources with NGOs, UN agencies, or international organizations.
  • Strong knowledge of HR processes, including recruitment, personnel administration, staff contracts, attendance management, and HR documentation.
  • Proficiency in computer applications, especially MS Office packages (Word, Excel, and Outlook).
  • Fluency in English, Dari, and/or Pashto, both written and spoken.
  • Strong attention to detail, organizational skills, effective time management, and ability to manage multiple priorities.
  • Good knowledge and experience in HR planning, reporting, and record management.
  • Excellent communication and interpersonal skills with the ability to work effectively with staff from diverse backgrounds.
  • Strong problem-solving, analytical, teamwork, and coordination skills.
  • Knowledge of Afghanistan's regional and cultural context, particularly in areas of SFL field operations.
  • Ability and willingness to travel to project sites and work in field locations as required.
  • Willingness to work extended hours when necessary and adapt to challenging work environments.
