Gender/ Social Behavior change focal point (Subject to Donor's Approval)

Shelter for Life International (SFL) is a non-governmental, non-political, non-profit and international faith-based organization. It has been working in Afghanistan since 1998 and is presently managing long-term and short-term humanitarian and development programs to the people in need in countries around the world. SFL is currently operational in Afghanistan, Liberia, South Sudan, Senegal and Tajikistan. Our Headquarters is located in Minnetonka, MN and funded by multiple donors such as BPRM, USG, USDA, WFP and FAO. SFL has rich experience and provides assistance in the following areas; Agriculture Development, Food Security, livelihood and emergency, Shelter and Population Settlement, Application of Microcredit, Infrastructure Development and Health and Nutrition.

A Gender / Social Behavior Change Focal Point serves as the designated person responsible for ensuring that gender equality, social inclusion, safeguarding, and positive behavior change are integrated into all project activities. The focal point provides technical guidance, coordinates gender-related initiatives, supports staff and communities, and monitors compliance with organizational and donor standards.

Shelter for Life implements safe, inclusive, and PSEA-sensitive human resources practices throughout recruitment, contracting, and performance management to ensure the safety and well-being of all staff and beneficiaries. SFL maintains a zero-tolerance policy on Sexual Exploitation and Abuse (SEA) and is committed to upholding the highest standards of accountability and safeguarding.

• Develop and implement Gender and Social Behavior Change (GSBC) action plans.
• Conduct gender and social inclusion assessments to identify community needs and barriers.
• Design and deliver behavior change communication (BCC/SBCC/SBC) campaigns using appropriate communication channels.
• Facilitate community dialogues, focus group discussions (FGDs), and participatory learning sessions.
• Build the capacity of project staff, partners, and community volunteers on gender, safeguarding, inclusion, and behavior change approaches.
• Engage men, women, boys, girls, persons with disabilities, and marginalized groups to promote equitable participation.
• Strengthen community feedback and accountability mechanisms to ensure inclusive participation.
• Support the integration of gender and social inclusion into project design, budgeting, implementation, and evaluation.
• Monitor gender-sensitive indicators and analyze data to measure behavior change outcomes.
• Prepare success stories, case studies, lessons learned, and donor reports.
• Conduct regular field visits to monitor activity quality and provide technical support.
• Identify and mitigate gender-related risks and unintended negative impacts of project activities.
• Coordinate referrals for gender-based violence (GBV), child protection, or other protection concerns in line with organizational protocols.
• Collaborate with government departments, UN agencies, NGOs, community leaders, and women's groups.
• Ensure all project materials and messages are culturally appropriate, inclusive, and gender-sensitive.
• Promote safeguarding, prevention of sexual exploitation and abuse (PSEA), and protection principles throughout project implementation.
• Advocate for women's leadership, decision-making, and equal access to project resources and services.
• Support monitoring, evaluation, accountability, and learning (MEAL) teams with gender-disaggregated data collection and analysis.
• Ensure compliance with donor requirements, organizational policies, and international gender and protection standards.
• Document best practices and contribute to continuous improvement of GSBC strategies and interventions.

Qualification/Requirements:

• Minimum 3 Years of relevant work experience with International NGOs or UN Agencies
• Bachelor's degree in Law/ Social Science
• Computer skills at the operator level, especially with MS Office packages.

• Fluency in Dari and/or Pashto; proficiency in English is required.

• Having strong report writing skills.

• Good communication skill and able to pass the massage/questions in local languages to the respondents.

• Have good interpersonal skills and ability to plan work.

• Supervisory, team worker, analytical, and troubleshooting skills.

• Regional and cultural knowledge of areas of SFL field operations in Afghanistan

• Willingness to work long hours when required

• Ability and willingness to travel to the project sites and outside of duty station within Afghanistan and adjust to the SFL environment as frequently as required

• Honest, proactive, well mannered, and must share values of SFL.

• Willing to stay in field locations

• Ready to work, live and travel in an intricate and strenuous environment

• To be an Afghan citizen.

• Preference will be given to those candidates who are local residents and are familiar with the project implementation area and communities and who have sufficient experience in RFS project implementation
