Head Midwife

Organization for Promotion of Health & Community Development (OPHCD) is a nongovernmental, non-political and independent organization. OPHCD has been established in 2017 and registered with the NGOs Department of the Ministry of Economy of the with license # 4160. In addition, the organization has membership of Afghanistan National Health cluster, Afghanistan National Nutrition Cluster and ACBAR. OPHCD, as a non-governmental organization striving for well-being of the people through promotion of health, education, WASH, protection and human right, economic stability and sustainable development of the communities with focus on the women and children, drugs users, IDPs and other marginalized group of the society with an equitable manner.

• Ensure the provision of quality Antenatal Care (ANC), Normal Delivery, Postnatal Care (PNC), and Newborn Care services.
• Supervise the management of normal deliveries and provide support during obstetric emergencies.
• Ensure timely referral of complicated maternal and newborn cases.
• Monitor infection prevention and control (IPC) practices in the maternity ward.
• Ensure safe use and maintenance of delivery equipment and medical supplies.
• Supervision and Leadership
• Supervise, guide, and mentor all midwives and maternity staff.
• Prepare staff duty rosters and ensure adequate coverage of maternity services.
• Conduct regular performance monitoring and supportive supervision.
• Identify training needs and arrange on-the-job coaching.
• Quality Improvement
• Ensure implementation of BPHS/EPHS and MoPH maternal health guidelines.
• Monitor quality indicators and develop improvement plans.
• Participate in maternal and neonatal death reviews and implement recommendations.
• Promote respectful maternity care and patient safety.
• Reporting and Documentation
• Ensure proper completion of maternity registers and patient records.
• Prepare and submit monthly reports accurately and on time.
• Ensure accurate HMIS reporting and maintain confidential patient information.
• Coordination
• Coordinate with the Medical Director, HFIC, Nutrition, EPI, Laboratory, Pharmacy, and other departments.
• Participate in staff meetings and quality improvement activities.
• Support community awareness activities related to maternal and newborn health.
• Administrative Responsibilities
• Monitor attendance and leave of maternity staff.
• Ensure availability of medicines, supplies, and equipment.
• Report shortages and equipment maintenance needs promptly.
• Perform any other duties assigned by the supervisor.

Qualifications

• Diploma or Bachelor's Degree in Midwifery from a recognized institution.
• Valid Midwifery License issued by the Ministry of Public Health.
• Registration with the relevant professional council (where applicable).

Experience

• Minimum 3–5 years of clinical experience in maternal and newborn health.
• At least 1–2 years of supervisory or leadership experience is preferred.
• Experience in BPHS/EPHS or NGO-supported health facilities is an advantage.

Skills and Competencies

• Strong leadership and team management skills.
• Excellent communication and interpersonal skills.
• Knowledge of Emergency Obstetric and Newborn Care (EmONC).
• Good understanding of HMIS and health reporting systems.
• Ability to train and mentor staff.
• Good computer skills (MS Word, Excel, and Email).
• Ability to work under pressure and maintain confidentiality.
• Commitment to professional ethics and patient-centered care.

Working Conditions

The Head Midwife is expected to work according to the health facility schedule, participate in emergency on-call duties when required, and comply with all OPHCD, MoPH, BPHS/EPHS, donor policies, and infection prevention standards.
