Job Description

The Reproductive Health (RH) Officer is a field-based programme quality position responsible for providing clinical quality assurance, supportive supervision, capacity strengthening, and community platform oversight across all health service delivery points within the assigned province. Three RH Officers are deployed under the Reproductive Health Project, each stationed in a defined province: Nangarhar, Herat, and Kunduz. This job description applies to all three positions.

The RH Officer provides front-line quality oversight that sustains clinical, counselling, and community engagement standards across geographically dispersed health facilities and Family Health Houses (FHHs) in remote and access-constrained environments. She is responsible for monthly supportive supervision visits to all health facilities and FHHs in her province, clinical competency verification of community midwives and community health workers, quarterly quality assurance assessments, monitoring of community dialogue quality and Community Health Shura engagement, community health worker registry oversight, and compilation of monthly performance data for the quarterly programme data review cycle.

The RH Officer reports to the Reproductive Health Manager technically and administratively, will report to Provincial Health Manager and will work closely with RCCE Manager, Sr. Health Information Officer, Supply Chain and community midwives and community health workers across her assigned province. She also serves as a core member of the IRC Master Trainer cohort responsible for cascading rights-based counselling and values clarification training to community midwives and community health workers.

1. Clinical Quality Assurance, Supportive Supervision, and Capacity Building

·       Conduct monthly supportive supervision visits to all health facilities and Family Health Houses (FHHs) using standardized IRC checklists to assess clinical quality, counselling, eligibility screening, infection prevention, documentation, commodity management, and adherence to reproductive health protocols.

·       Provide on-site coaching and corrective guidance to midwives and community health workers (CHWs), monitor competency in RH general services and FP service delivery in particular along with ensuring compliance with programme standards.

·       Review clinical records and supervision findings, maintain competency and performance trackers, and submit timely reports highlighting gaps, corrective actions, and recommendations for follow-up.

·       Serve as an IRC Master Trainer, delivering and cascading rights-based family planning, values clarification, and other reproductive health trainings to midwives and CHWs, while coordinating training logistics with support departments.

·       Conduct regular competency assessments, facilitate return demonstrations, and ensure orientation, competency verification, and readiness of newly recruited midwives and CHWs before independent service delivery.

2. Community Engagement, RCCE, and Counselling Quality Assurance

·       Monitor the implementation and quality of Family Health Action Group (FHAG) dialogues, Community Health Shura engagement, and Community Health Worker (CHW) household outreach to ensure activities are conducted as planned, community participation is sustained, and reproductive health messages effectively improve health-seeking behaviors.

·       Review community dialogue reports, knowledge assessments, household registries, and CHW reports to identify gaps in awareness, service uptake, data quality, and referral follow-up, while reporting community barriers, safety concerns, or access constraints and coordinating corrective actions with the Team Lead and RCCE Manager.

·       Conduct regular counselling quality assessments through client exit interviews, direct observation, and supportive supervision to ensure respectful, rights-based, and client-centered service delivery in line with IRC standards.

·       Provide structured feedback and targeted coaching to midwives and CHWs, develop performance improvement plans where needed, and monitor progress through routine quality assurance and performance tracking.

3. Supply Chain, Health Information Management, Reporting, and Workforce Support

·       Conduct routine supervision of all health sites to verify the availability of essential reproductive health commodities, maintenance of agreed buffer stocks, accuracy of stock records, and timely identification and resolution of stockouts or supply chain issues.

·       Monitor the quality and timeliness of health information reporting by verifying consistency between facility registers, community health worker records, and HMIS submissions; identify and report data quality issues, support troubleshooting of reporting challenges, and orient newly recruited staff on reporting requirements in collaboration with the Senior Health Information Officer.

·       Compile, analyze, and report monthly and quarterly programme performance data, including reproductive health service utilization, family planning uptake, counselling quality, community engagement, and other key indicators, providing evidence-based recommendations to improve programme performance and contributing to annual learning reviews, baseline assessments, endline evaluations, and other MEAL activities.

·       Maintain accurate, complete, and well-organized programme documentation, including supervision reports, competency assessments, quality assurance records, client feedback, community engagement reports, and other programme records to support monitoring, learning, and donor compliance.

·       Provide supportive supervision and mentorship to community midwives and community health workers, fostering a positive, high-performing, and learning-oriented work environment while monitoring staff wellbeing, safety, and operational challenges in remote settings.

·       Support the recruitment, onboarding, orientation, competency verification, and ongoing professional development of community midwives and community health workers, identify capacity-building needs, promote staff retention through regular coaching and recognition, and escalate workforce or welfare concerns to the Team Lead and HR to ensure programme continuity and quality service delivery.

Job Requirements

·       Bachelor of Science in Midwifery (BSc Midwifery) or Community Midwifery degree.

·       Diploma in Nursing or Community Health Nursing with strong reproductive health clinical experience.

·       Additional training or certification in family planning clinical services, reproductive health service delivery, or community health in humanitarian settings is a strong advantage.

·       Medical Doctor (MBBS) with reproductive health programme experience.

·      Minimum of two - three years of progressive clinical and programme experience in reproductive health, maternal health, or primary healthcare in Afghanistan.

·       Demonstrated experience in maternal and reproductive health service delivery.

·       Direct experience working with community-level health platforms in Afghanistan including FHHs, community health workers, FHAGs, and Community Health Shuras.

·       Experience in clinical quality assurance, supportive supervision, or programme monitoring in a health programme context.

·       Experience training or mentoring community midwives or community health workers in clinical skills or health counselling.

·       Experience working in the assigned province (Nangarhar, Herat, or Kunduz) and familiarity with the local health system, PPHD, and community structures.

·       Experience with national HMIS data systems, facility registers, and community health worker record-keeping.

·       Minimum of one to two years of experience in a supervisory or team leadership role.

·       Strong clinical knowledge and hands-on competency in reproductive health service delivery.

·       Knowledge of the MoPH Basic Package of Health Services (BPHS) and the Community-Based Healthcare (CBHC) national framework, including the FHH model and community health worker scope of work.

·       Understanding of the national Health Management Information System (HMIS) platform and monthly health facility reporting processes.

·       Strong interpersonal and communication skills, with demonstrated ability to provide constructive, respectful, and effective supportive supervision in remote field settings.

·       Strong organizational skills with ability to manage a multi-site supervision schedule across geographically dispersed and access-constrained locations.

·       Ability to work independently and exercise sound judgement in remote field settings with limited day-to-day management oversight.

·       Proficiency in Microsoft Office Suite and basic data management tools.

·       Ability to travel extensively within the assigned province in compliance with IRC security protocols.
