Irrigation Design Engineer

Asia Community Development Organization (ACDO) is an Afghan non-governmental, non-political, and non-profit humanitarian organization established in 2014 and registered with the Government of Afghanistan under the supervision of Ministry of Economy (MoEc) with a mission to provide humanitarian and development assistance to the vulnerable, at-risk, and underserved people throughout the country.

ACDO responds to the needs of deprived and marginalized rural and urban communities by managing and utilizing the available scarce resources in a well-organized, efficient, effective, transparent, and dignified manner to enhance resilience, boost access to education, health services, and infrastructure, ensure food and livelihood security, and promote social protection and inclusion.

ACDO has an active presence in most parts of the country and intends to expand its operations to the remaining provinces, as to transform itself into a leading and developed organization that will deliver to and support large number of people who have been affected by the long-protracted and sudden on-set emergencies and regardless of the hardest circumstances that exist in Afghanistan, ACDO has managed to deliver humanitarian and development assistance in most part of country.

The Irrigation Design Engineer will be responsible for the planning, designing, reviewing, and supervising irrigation infrastructure to improve agricultural productivity and water resource management. The engineer will ensure that all designs comply with national standards, donor requirements, environmental considerations, and engineering best practices.

Job Description:

• Conduct engineering surveys and site investigations.
• Carry out topographic and hydraulic assessments.
• Prepare engineering calculations and hydraulic analyses.
• Design irrigation structures in accordance with Afghan standards and international engineering practices.
• Prepare technical drawings using AutoCAD or Civil 3D.
• Develop Bills of Quantities (BOQs), cost estimates, and technical specifications.
• Participate in feasibility studies and technical assessments.
• Verify survey data before design.
• Assess soil conditions, hydrology, and geological characteristics.
• Recommend appropriate engineering solutions based on field conditions.
• Provide technical guidance during implementation.
• Review contractor shop drawings and method statements.
• Ensure construction complies with approved drawings and specifications.
• Conduct regular site inspections.
• Resolve technical issues during construction.
• Ensure compliance with project specifications.
• Monitor material quality.
• Review laboratory test results.
• Verify workmanship and construction quality.
• Prepare quality inspection reports.
• Prepare weekly and monthly technical progress reports.
• Document engineering changes and design revisions.
• Maintain technical records and project documentation.
• Prepare completion reports and as-built drawings.
• Integrate environmental safeguards into engineering designs.
• Ensure climate resilient and sustainable infrastructure solutions.
• Minimize environmental impacts during design and construction.
• Promote community participation where applicable.
• Prepare design reports and engineering documentation. Any other task assigning by the project manager and SMT.

• Bachelor's degree in Civil Engineering, Water Resources Engineering, Irrigation Engineering, or a related field. Master's degree is an advantage.
• Demonstrated ability to manage complex projects involving multiple stakeholders and cross-functional teams.
• Strong analytical and problem-solving skills
• Excellent communication and interpersonal skills
• Demonstrated experience in working with government at national and sub-national levels, UN organizations, or any international development or aid agencies.
• Experience as an Irrigation Design Engineer in Irrigation Infrastructure implementation projects.

Skills:

Technical Skills:

• Proficiency in Hydraulic analysis, Structural analysis, Check Dam Design, Canal design, Irrigation network planning, flood protection, Engineering documentation
• Proficiency in the use of surveying equipment, including Total Station, Level Machin, GPS…)

Software Skills: AutoCAD, Civil 3D, ArcGIS/QGIS, Microsoft Office Suite

Language skills: Proficiency in English and Dari and/or Pashtu (written and spoken)
