Coordination of Humanitarian Assistance (CHA) is a non-governmental, non-profitable, and non-political Afghan NGO, working since 1987 mainly in agriculture, health, education, and infrastructure sectors in more vulnerable areas of the country. CHA is working through the implementation of Emergency, rehabilitation, and development projects for emergency aid for war, famine, and natural disaster-affected families in the field, to assist with the rehabilitation of rural and urban life, and to work with communities for sustainable development in Afghanistan.

Job Description

Support community mapping, legal needs assessments, and beneficiary identification activities through participatory approaches in coordination with community members and relevant stakeholders. Participate in community outreach activities, forums, meetings, and awareness events according to the work plan and guidance provided by the Legal Officer. Assist in organizing and conducting legal awareness sessions and information-sharing activities for vulnerable individuals and groups on relevant legal issues. Provide basic legal information and guidance to beneficiaries regarding civil documentation, family matters, legal procedures, and available legal assistance services under the supervision of the Legal Officer. Support the Legal Officer and Legal Counselor in conducting beneficiary assessments and ensuring that legal assistance is delivered in a professional, confidential, and rights-based manner. Assist in registering beneficiaries, maintaining legal case files, updating case records, and ensuring accurate documentation in accordance with established case management procedures. Follow up on legal cases, referrals, and documentation processes to ensure beneficiaries receive timely and appropriate support. Assist beneficiaries in accessing civil documentation services, including Tazkira, Birth Certificates, Marriage Certificates, Death Certificates, Passports, and other relevant legal documents where applicable. Support referrals to government authorities, justice institutions, and other service providers through established referral mechanisms. Maintain regular communication and coordination with project stakeholders, including local authorities, community representatives, and partner organizations within the assigned area of responsibility. Support the organization and documentation of community meetings, legal awareness sessions, success stories, challenges, and lessons learned related to legal assistance activities. Assist in preparing activity reports, beneficiary updates, and other program documentation as required by the Legal Officer and Project Manager. Participate in coordination meetings and working groups as assigned by the supervisor. Ensure compliance with confidentiality, data protection, accountability, and humanitarian principles while handling beneficiary information. Perform any other relevant duties assigned by the Legal Officer or Project Manager.

Job Requirements

Education: Bachelor's Degree in Law, Sharia, or a related field from a recognized university. A valid license to practice law issued by the Afghanistan Bar Association (AIBA) or relevant legal authority is an advantage. Professional Experience: Minimum of 3 years of relevant experience in legal assistance, legal aid projects, legal documentation, community outreach, or protection programs. Experience with humanitarian organizations is highly desirable. Technical Knowledge: Good understanding of Afghan civil, family, and administrative law, civil documentation procedures, legal rights, and access to justice mechanisms. Relevant Experience: Previous experience working with refugees, returnees, internally displaced persons (IDPs), women, children, or other vulnerable and marginalized communities is highly desirable. Legal and Program Skills: Ability to support legal counseling activities, conduct basic legal assessments, maintain case documentation, facilitate referrals, and provide legal information to beneficiaries under supervision. Core Skills: Strong communication, negotiation, facilitation, community mobilization, conflict resolution, coordination, teamwork, and problem-solving skills. Administrative Skills: Ability to maintain accurate records, prepare basic reports, organize meetings and community forums, and manage confidential information responsibly. Computer Skills: Basic proficiency in Microsoft Office applications (Word, Excel, and PowerPoint). Experience with case management or data collection systems is an asset. Languages: Fluency in Dari and Pashto (written and spoken) is required. Knowledge of English is an asset.
