About Solidarités International

SOLIDARITES INTERNATIONAL (SI) is an international humanitarian NGO which, for more than 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters by meeting their vital needs for food, water and shelter. Job Description

MAIN OBJECTIVE

The Base Manager oversees the smooth running of an SI operations base. They report directly to the Field Coordinator/Deputy Country Director Operations or Country Director in the management of the base and represents SI to local authorities and contacts.

They are one of the guarantors of the security framework for SI teams and assets, and of compliance with the organisation's ethical framework and values. 

The Base Manager may be required to take on other responsibilities (Finance/HR Manager, Logistics Manager, Programme Manager) and supervise all or part of the base teams. 

ACTIVITIES

  • Monitors and analyses , political, cultural, social and economic context in their area. 
  • Contributes to the regular collection of health and humanitarian data and indicators in their area, in support of programme managers. 
  • Engages in diague and represents SI with all stakeholders in their area and response actors, in accordance with humanitarian principles.

RESOURCE MANAGEMENT

  •  Contributes to monitoring the implementation cycle of each project in their area.
  •  Monitors indicators, risks and recommendations related to their base.
  • Proposes to the Field Coordinator/ Deputy Country Director Operations any adjustments necessary for the smooth running of their base.

ACCESS AND SECURITY

  • Coordinates communication with the authorities to maintain and strengthen the implementation of SI's response 
  •  Advises the Country Management or Field Coordination/ Deputy Country Director Operations on communication, representation and relations with the authorities.
  •  Supports communication, coordination and awareness-raising efforts among communities and civil society actors relevant to the organisation's operations.
  • Supports operational teams in accessing and addressing operational issues with authorities and communities. 
  • Participates in meetings, workshops and any other liaison platforms to contribute to SI's positioning.

INTERNAL COORDINATION AND COMMUNICATION

  •  Leads the internal coordination of their team.
  •  Ensures the smooth flow of operational information to the entire base team.
  • Ensures smooth communication with field coordination.

COMPLIANCE AND ACCOUNTABILITY

  • Verifies compliance with procedures throughout the base and within the scope of responsibility.
  • Identifies major compliance breaches and risks.
  • Proposes corrective measures to the Field Coordinator/ Deputy Country Director Operations and verifies their implementation. 

REPORTING

  •  Contributes to reports and documents tracking donor commitments. 

MANAGEMENT

  • Responsible for the proper implementation of HR policies and processes to ensure that the number of people and the sum of knowledge required for the activities for which they are responsible are available:  
  • Analyses, quantifies and qualifies the human resource needs of their team.  
  •  Recruits and ensures the integration of the team for which they are responsible, 
  • Evaluates the performance of their team members.  
  • Trains and supports team members.  
  • Leads and communicates with their team. 

INTERNAL CONTROL

  • Responsible for the compliance of the documents they produce.

FILING AND ARCHIVING

  • Responsible for filing and archiving the documents they produce in accordance with internal procedures. 

FIGHT AGAINST ABUSE

  •  Creates and actively collaborates in the establishment of a working environment that prevents inappropriate behaviour.
  •  Participate in communicating the existence of the IS ethical framework.
  •  Respects at all times the protection of information exchanged in the context of a report and its processing.
  • Implement measures to mitigate the risk of abuse.

PARTNERSHIPS

  •  May contribute, in line with their role and responsibilities, to the verification of SI implementation partners.
  •  May contribute to the implementation of a plan to support and strengthen SI partners
  •  May participate in the requirements for monitoring the actions of partners in relation to their job and responsibilities

Job Requirements

Education & Experience Requirements:

Education: Bachelor or Masters degree in Social science, humanitarian studies, civili engineering or any other relavant field.

Experience: 5 years experience of working with INGOs in Emergency humanitarian response / WASH intervention including 3 years in managerial position, Experience with INGOs as Base Manager / Field Coordinator or similar role will be a high advantage, Experience in western Afghanistan will be a key asset. 

Techinical Skills:

  • Familiar with Afghanistan humanitarian context and need base programming.
  • Familiar with emergency project and PCM. 
  • Good understanding of humanitarian coordination, Liaisons mechanism & team management.

Transversal Skills:

  • Autonomy/being pro-active/problem solving. 
  • Ability to work under pressure & adaptibility.
  • Communication (both internal and external).

Languages: Fluent in English, Dari, and Pashto.

Technicity: Should be familiar with the main donors of SI AFGHANISTAN such as ECHO, AHF/ OCHA, CDCS.

Management: Management experience will be an advantage.
